국문 초록

본 논문은 기술혁신을 강조하는 지식경제시대 아래에서의 북한 기업관리방식과 역할의 변화에 대해 고찰하고 주요 특징을 도출하는 것을 목적으로 하고 있다. 오늘날 북한기업들의 변화의 특징은 5가지 중시 정책, 즉 과학연구와 기술연구개발 중시, 지적 경쟁력, 지능노동 및 지적재산 중시, 생산과 경영의 정보화와 첨단산업 중시, 최대한의 실리 확보와 경쟁 중시, 전략적 관리능력의 중시로 분석되었다. 분명히 정책과 현실 간에는 적지 않은 괴리가 존재할 것이다. 그럼에도 불구하고 북한 기업들의 이같은 변화는 4차 산업혁명 기술개발을 통한 세계적인 경쟁력 확보를 꾀하고 있는 자본주의 사회의 기업들이 지향하는 목표와 차이가 없어 보인다. 그리고 이같은 북한 기업들의 변화는 사회주의기업책임관리제라는 제도적 틀 내에서 이뤄지고 있음을 확인할 수 있었다. 본 연구는 향후 남북경협이 재개될 경우 우리 정부나 기업들이 달라진 북한 기업들의 변화실태를 정확하게 파악하고, 이에 근거해 정책을 수립하거나, 기업진출전략이나 계획을 수립하는데 기여할 수 있는 기초연구자료로서 유용하게 활용될 수 있을 것으로 판단된다.

영문 초록

This paper focuses on studying change in management practices and role of North Korean enterprises, and analyzing its major characteristics in the era of knowledge economy emphasizing technology innovation. Interesting points of the change include five issues: emphasis on science study and technology research & development, intellectual competitiveness, labour and property, high-technology industry and information of production & management, maximum profits and competition, and ability of strategic management. However, there would clearly be a considerable gap between policy and reality. There seems little difference between nowadays North Korean enterprises and capitalist companies trying to secure international competitiveness through technology development keyed to the fourth industrial generation. And the change of North Korean firms is taking place under the system of socialist corporate management. With inter-Korean economic cooperation resuming, this study would be expected to be used as basic research data helping South Korean firms and the government exactly understand the changes and furthermore, establish policy or inter-Korean cooperation strategy.
