국문 초록

이 논문은 중국의 인구구조 변화와 이에 따른 인구정책의 동태를 고찰한다. 아울러 전면적 두 자녀 정책을 채택하게 된 배경을 정치⋅사회적 측면에서 분석한다. 중국은 인구구조 변화를 서방세계와는 다른 공간적·시대적 특수성으로 강조한다. 중국의 산아제한정책은 다양한 정치·사회적 문제를 야기하게 되고, 그러한 문제해결을 위한 인구정책의 변화는 불가피한 것이다. 본고의 분석결과 중국의 산아제한정책은 인구구조의 왜곡을 가져왔고, 이는 고령화와 맞물려 가정양로와 사회보장 간의 엇박자로 인한 갈등구조를 양산한다는 것을 알 수 있다. 중국은 사회경제적 기초가 약한 상황에서 급속한 고령화 추세에 대응하여 기존의 전통적 가족 부양시스템이 붕괴되고 사회적 부양의 기반이 정비되지 못한 상황에서 두 자녀정책의 채택은 불가피한 것으로 분석되었다. 아울러 인구구조 변화로 국력의 측면에서 인구감소가 미치는 영향이 심화되고, 국가안보에도 영향을 미친다는 것을 알 수 있다. 성비불균형으로 인한 독신남성의 증가가 가져올 사회적 혼란의 문제도 제기되었다. 이러한 측면들이 경제적 요인을 차치하고서도 새로운 인구정책의 대두배경으로 작용하고 있다는 것을 알 수 있다.

영문 초록

This paper examines changes in China’s demographic structure and the dynamics of her population policy. In addition, we analyze the background of two-child policy from the political and social perspectives. China emphasizes that the spatial and demographic idiosyncrasies characterizing the Chinese demographic changes are making the latter very different from their western counterparts. China’s birth control policy causes various political and social problems so that the population policy change becomes inevitable as a means of solving such problems. The results of our analysis suggest that China’s birth control policy has distorted the demographic structure in the past, and is now producing conflict between the need to maintain households’ well-being and social security due to the aging of population. We infer that adopting the two-child policy is inevitable in case the traditional system of family support collapses while the basis of social support is not maintained as a result of the rapidly aging population, especially when this phenomenon is coupled with the weak socio-economic basis. In addition, we observe that increasingly declining population numbers presents a threat to national security. We also raise the problem of social confusion stemming from the rise in the amount of single men due to the sex ratio imbalance. These aspects, apart from being economically important, are also forming the basis of a new population policy.
