니카라과의 또 다른 정치적 변곡점, “4.19 학생운동”을 중심으로

국문 초록

니카라과는 정치적 주요 변곡점 상황 가운데 있다. 1979년 니카라과식 사회주의 혁명의 성공이래 40여년 만에 또 다시 민중이 반정부 시위에 참여하고 있다. 사망자와 실종자 그리고 부상자를 합하면 그 수가 수천 명에 달하는 인명피해와 인권유린이 작금 자행되고 있다. 민중헤게모니를 주창하며 민주적 사회주의를 실천하고자 했던 혁명의 영웅, 오르테가 (Daniel Ortega)가 아이러니하게 2018년 반정부 시위 축출 대상이 되었다. “소모사와 오르테가는 똑 같다”며 시위에 참여한 반정부 시위자의 외침과 더불어 페이스북 등 SNS를 활용한 대학생이 현재적 사태를 주도하고 있다. “우리들은 INSS(연금개혁안)에 대해서만 투쟁하는 것이 아니라, 지난 수년간 산디니스타 체제하의 반민주적이며 독재적 행태에 대해 분개하며 일어선 것입니다”고 고백한 시위자와의 인터뷰에서 확인 할 수 있듯이, 니카라과의 민주주의가 퇴보하고 있다. 2006년 대선을 통해 다시금 정권을 재창출한 오르테가는 개헌을 통해 장기집권으로 권위주의의 특성을 보이고 있다. 일명 “다니엘리스타”를 기반으로 오르테가는 본인과 친인척과 측근들만을 위한 정치를 펼치고 있음이, 반정부시위 그리고 이를 응대하는 오르테가의 정치적 행태를 통해 확인할 수 있다. 본 연구는 1979년 발생한 니카라과 사회주의혁명을 돌아보며, 2018년 정치적 변곡점 사태의 특성 파악을 목적으로 한다. 이를 위해 오르테가의 정치적 “변심”의 상황적 배경 그리고 그 과정을 살펴본다.

영문 초록

Nicaragua faces another political critical juncture. In 40 years since the success of the Nicaraguan socialist revolution in 1979, people are participating once again in the anti-government protests. The death toll, the missing people and the injured are combined over the thousands of people and human rights abuses are committed. The revolutionary hero, Daniel Ortega, who advocated the popular hegemony and tried to practice the democratic socialism, became the target of the 2018 political upheaval. College students, who use SNS such as Facebook, are leading the movement, along with the cries of anti-government protesters, “Ortega is the same as Somoza,” who participated in the demonstrations. “We are not struggling only for the INSS (pension reform), but for the past few years we have been resentful of anti-democratic and dictatorial behavior under the Sandinista regime,” as realized by an interview with protesters confessed, Democracy is in decline. Ortega, who recreated the regime through the 2006 presidential election, is characterized by authoritarianism through long-term ruling by amendments. Based on the so-called “Danielista,” Ortega is politicizing only his own relatives and close associates and this can be found through the anti-government demonstrations and the political behavior of Ortega responding to them. The purpose of this study is by examining the socialist revolution of Nicaragua in 1979 is to characterize the current so called, “4.19 student movement” situation. To this end, this paper examines the situational context and process of Ortega’s political “change of mind.”
