하노이 2차 북미정상회담의 한계와 성과

국문 초록

전 세계의 이목을 집중시켰던 제2차 북미정상회담이 세간의 기대와는 달리 합의문 채택에 실패하면서 향후 남북관계에 대한 비관적 전망이 확산되고 있다. 그럼에도 불구하고 이번 협상은 두 가지 측면에서 큰 의의가 있다. 첫째는, 이번 정상회담을 통해서 처음으로 양측이 원하는 내용을 드러냈다는 점이다. 그동안 실무회담이 공전할 수밖에 없도록 만든 원인이 서로가 자신들의 패를 드러내지 않은 데에 있었다는 점에서 향후 실무회담에서 실질적인 논의를 통해 합의안 도출에 기여할 수 있을 것이다. 둘째, 북한이 처음으로 미국이 주장하던 CVID를 받아들였다는 점이다. 영변핵시설에 대해서 북미 양측이 공동으로 영구적으로 핵폐기를 하자고 하는 북한의 입장은 향후 비핵화의 진전에 있어서 교범으로 작동할 가능성이 있다. 북미관계의 교착국면을 극복하기 위해서는 금강산관광에 대한 제재를 우회할 수 있는 방법을 모색하는 등 미국과의 긴밀한 협의를 통해서 우리의 중재 역할이 더 중요해질 것이다.

영문 초록

The second North Korea-US summit, which drew global attention, failed to adopt an agreement despite the public expectations. Accordingly, pessimistic forecasts on the future inter-Korean relationship is growing. Nevertheless, this negotiation has great significance in two respects. First, for the first time the summit revealed what each country wanted. The working-level talks have gone round and round in circles and did not make any progress since they didn’t show their cards. In the future, it will be expected to draw up an agreement through substantive discussions. Recent working-level talks have not shown any progress because both governments didn’t actually show their own cards. Therefore in the future, it is likely that an agreement through substantive discussions will be drawn. Second, for the first time North Korea accepted the CVID, which U.S. has claimed. North Korea accepted U.S. demand for the permanent dismantlement of the Yongbyon nuclear facilities, and this consultation is likely to work as a manual in the future progress of denuclearization. In order to overcome the stalemate between North Korea and the U.S., South Korea’s role as a mediator will become much more important, such as strengthening close cooperation with the U.S. and finding ways to circumvent sanctions on Mt. Kumgang tourism.
