도시재생뉴딜사업 일반근린형의 성과지표 중요도에 관한 실증 연구

국문 초록

본 연구는 문재인 정부의 국정과제로 추진하고 있는 도시재생뉴딜사업의 5가지 사업유형 중 2017년부터 3년간 가장 많이 선정된 일반근린형 도시재생뉴딜사업에 대하여 사업의 성과지표의 상대적 중요도를 분석하고 향후 도시재생뉴딜사업의 지역을 선정할 때에 필요한 평가요소로도 활용하고 사업의 발전방향을 제시하고자 하는 목적으로 연구하였다. 먼저 선행연구, 문헌고찰 및 도시재생 전문가에 의한 심층분석(FGI)를 통해 성과지표 체계를 구축하고, 부동산관련 학계, 도시재생부문 공무원 및 전문가 등을 대상으로 설문조사를 실시하고, AHP-Fuzzy분석을 통해 일반근린형 사업의 성과지표의 상대적 중요도를 분석하였다. 이러한 분석을 통해 AHP-Fuzzy 보정 중요도 순위에서 1위는 주택공실률로 나타났으며, 2위는 노후불량주택, 3위는 공공임대주택 등 주거환경 개선이 가장 중요하고 밀접한 것으로 파악되었다. 연구결과는 도시재생뉴딜사업의 지역선정 시 이를 고려하는 것이 요청되며, 성과관리를 위한 요소로도 이를 고려한 성과관리가 요청된다. 본 연구는 다른 4가지 사업유형에 대한 유형별 성과지표의 중요도를 분석하고, 완공된 주민들을 대상으로 한 실질적 지표분석으로 한계를 극복할 수 있을 것이다.

영문 초록

1. CONTENTS (1) RESEARCH OBJECTIVES The purpose of this study is to prepare the evaluation items necessary for selection of the next regions of Urban Renewal New Deal Project and propose the direction of development of Urban Renewal New Deal Project. This study conducted an empirical analysis of the relative importance of the project’s performance indicators in the general neighborhood type of Urban Renewal New Deal Project which is the most common type of project selected for 3 years from 2017 to 2019 among the 5 types in Urban Renewal New Deal Project that is being implemented as one of the major national projects of Moon Jae-in Government. (2) RESEARCH METHOD For the performance of this study, the system of performance indicators was set up first through review of preceding researches and related study literature and focus group interview(FGI) conducted by experts in urban renewal. A questionnaire survey was conducted for the academic circles related to real estate, government officials working in the area of urban renewal and experts in urban renewal sector. And the relative importance of the performance indicators in the general neighborhood type project was analyzed through AHP Analysis, Fuzzy Analysis and AHP-Fuzzy Analysis of the survey results. (3) RESEARCH FINDINGS The According to the empirical analysis, the most important and closest factor in AHP-Fuzzy correction was the improvement of residential environment with house vacancy rate ranked first; old substandard house ranked second; and public rental housing ranked third. The improvement of surrounding scenery was ranked fourth; the space for the community was ranked fifth; and the regional cooperative was ranked sixth. 2. RESULTS The research results can be used for evaluation of the regions of Urban Renewal New Deal Project and management of the performances of Urban Renewal New Deal Project in the future. The limitation of this study will be overcome by empirical analysis of the relative importance of the performance indicators of each of the rest four types of project in addition to the general neighborhood type and empirical examination of the real performance indicators for the residents of the regions where the projects have been completed.
