일반경비원 신임교육의 운영실태와 개선방안

국문 초록

일반적으로 범죄의 예방과 통제는 국가 법집행기관 중 경찰기관만이 가지고 있는 정부차원의 기능으로 인식하여 왔다. 하지만 경찰의 역량으로서만 다양한 치안수요에 상응하는 치안서비스를 제공하기엔 여러 가지 문제점이 드러났고, 이를 보완할 수 있는 민간경비산업이 등장하게 되었다. 최근 우리나라에서도 민간경비산업이 양적인 성장을 거듭하고 있는 추세이다. 그러나 민간경비산업의 시장이 커지면서 경비요원의 자질부족 등의 문제들이 제기되고 있다. 다시 말하면 민간경비산업이 양적으로 증가한다고 해도 질적 향상의 바탕이 되는 교육훈련이 뒷받침되지 않는다면 공경비인 경찰의 한계를 보완하는 데는 많은 문제점을 내포하게 될 것이므로, 교육훈련의 중요성은 더욱 높아지게 된다. 따라서 이 연구에서는 민간경비원 중 가장 높은 비율을 차지하고 있는 일반경비원의 교육훈련 실태를 교육의 3대 요소라 할 수 있는 교육의 주체(교육기관 및 교수요원)·교육의 객체(교육생)·교육매체(교육내용 및 교육환경)로 구분하여 논의하였다. 이는 전국 47개 교육기관의 교육결과보고를 기본자료로 삼고, 이 중 20개 교육기관의 협조와 면담을 통해 부족한 자료를 보완하였다. 이를 토대로 일반경비원 신임교육의 개선방안을 다음과 같이 제시하였다. 첫째, 교육의 주체에 관한 문제로서 교육성과가 전무한 교육기관을 포함하여 교육여건이나 수요가 뒷받침되지 않은 교육기관은 재평가를 통해 축소·조정되어야 할 것이다. 또한 교수요원의 자격과 자질의 검증을 철저히 하고 우수한 교수요원의 확보를 위해서는 그 처우를 안정적으로 개선해야 한다. 둘째, 교육의 객체에 관한 문제로서 일반경비원이 담당하는 직무유형별로 교육기관 또는 교육과정을 편성할 필요가 있다. 이를 통해 업무와 보다 연관된 교육을 받을 수 있게 될 것이고 교육생들의 참여와 관심을 높일 수 있을 것이다. 셋째, 교육의 매체에 관한 문제로서 교육내용과 일반경비원 업무와의 연계성을 보다 강화하고 해당 교육과목에 필요한 교육시간이 확보될 수 있도록 불필요한 교육시간을 조정해야 할 것이다. 아울러 교육환경의 개선을 통해 일반경비원들이 신임교육에 보다 열의를 갖고 참여할 수 있도록 해야 할 것이다.

영문 초록

Generally speaking, the functions of crime prevention and enforcement of law have been recognized as the unique role of police agency. However, police were not able to respond to the various kinds of security demands and crime problems. Therefore, the private security industry has begun to emerge to take roles of traditional police. Recently, the size of private security industry in Korea has been growing rapidly. However, there are problems with the quality of private security personnels because of the lack of proper training and education. Then, it is hard to say that private security industry makes up for the limitations of police role. Therefore, the training and education programs for the private security personnels have become very important. This research discusses the current situations of training and education programs for the ‘general security guards’ who are the majority among entire private security personnels based on the three educational principles-education subjects (educational institutions and instructors)·education objects (students)·education methods (contents of education and education environments). This research examined the final reports of 47 educational institutes in Korea and supplemented lack of information by interviewing 20 educational institutes. Based on this examination, this research recommends below suggestions. First, with relation to education subjects, there should be a reduction or reassignment of education or training program against the institutes which have shown the lack of proper results and poor educational environments. Also, there should be a quality control for instructors. Also, it is necessary to provide appropriate treatments in order to obtain quality instructors. Second, with relation to education objects, education program should be divided according to students's job characteristics. By doing this, students can have quality education and develop motivations. Third, with relation to education methods, there should be an emphasis on linking between educational contents and practical jobs of security guards. To do this, unnecessary education time should be taken out and given to the necessary courses. In addition, general security guards will be able to participate in the education with motivation by improving educational environments.
