경찰인력과 장비의 증가와 범죄예방효과간 상관관계 분석과 그 정책적 시사점

국문 초록

본 연구는 부안방폐장사태와 부산APEC기간동안의 경찰력강화(인력, 장비)와 범죄예방효과를 사전사후분석과 다른 경찰서와의 비교분석을 하고, 경찰청에서 발행하는 각종통계를 자료로 활용하여 논문을 작성하였다. 현재까지 경찰력의 강화가 범죄를 감소시키는지의 여부는 지속적인 논쟁거리로 남아 있으며, 경험적인 연구를 통해서도 경찰활동의 범죄억제효과는 인정되기도 하고 부정되기도 하였다. 한국에서 경찰력은 지속적으로 증원되어 왔고, 장비도 더 좋아졌지만 범죄는 계속적으로 증가되어 왔다. 사회에는 일정한 정도의 범죄는 정상적으로 발생하고, 경찰력이 증강됨에 따라 암수범죄가 적발되어 범죄가 증가된 것으로 나타날 수도 있다. 경찰력의 강화하는 것도 국가예산을 경찰에 집중투입할 수 없기 때문에 한계가 있다. 경찰인력과 순찰차를 1.5배로 증가시키는 것도 현실적으로 불가능하다. 단순히 어떤 지역에 경찰력을 집중시킨다고 해서 범죄를 예방할 수 있다고 보기보다는 특정한 문제와 지역에 집중하여 투입할 때 그 예방효과가 더 클 것으로 생각되어 다음과 같은 4가지 대안을 제시하고자 한다. ① 지역경찰관은 지역주민의 방범의식을 고취시킬 수 있는 생활안전관리사(상황적 범죄예방기법 지도)로서의 역할을 수행해야 하고, ② 경찰의 순찰은 가시적이고 집중적인 순찰을 시행해야 하며, ③ 검거율을 제고해야 하고, ④ 문제지향과 정보지향 경찰활동을 통합하여 활용해야 함을 제시하였다.

영문 초록

The purpose of this study is to review Correlation of police and crime prevention. In the crime prevention of police, several theoretical approaches have been suggested. Deterrence theory emphasized the threat of punishment to inhibit wrongful behavior. The deterrent effect of punishment relies on the existence of three factors. there are the severity, certainty, and celerity of the punishment. Situational crime prevention approach focuses upon reducing opportunities for crime. the techniques of situational prevention included target hardening, assess control, formal surveillance, identifying property, removing inducements, deflecting offenders, and etc. Patrol is one of the main activities which deter crime. Quantity of patrol has been related to efficacy of crime prevention. The Kansas City Preventive Patrol Experiment(1972 - 1973) was the first scientfic research to measure the deterrent effect of patrol. This experiment found that variations in the level of patrol had no significant effect on either criminal activity or citizen feelings of safety. Increased levels of patrol did not result in an increase in crime. The basic finding in the study that was not reduced in increase of police except for the category of slight crime, traffic crime. Based on these result, the study suggests the following measures to improve the effectiveness of police activities. The measures to improve is to strengthen the role of counseling, to patrol high-visibility and saturation, to raise arrest rate and to integrate problem-oriented policing and intellegence-oriented policing.
