사회유대론적 관점에서의 청소년비행 통제모형에 관한 연구

국문 초록

청소년의 범죄행위의 원인을 밝혀내기 위하여 대부분의 범죄학자들은 왜 범죄행위를 하는가에 초점을 두어왔다. 그러나 허쉬는 청소년이 어느 경우에 범죄를 행하지 않는가에 초점을 두어 연구를 진행했다. 그는 청소년이 가정에 대한 애착이 강하고, 학교공부에 전념하며, 자신의 생활에 몰두하고, 사회적 규범에 순응하는 경우 즉, 사회적 유대가 강할 때 비행에 빠져들지 않는다는 경험적 연구결과를 제시했다. 이 논문은 허쉬의 사회유대론 및 그를 지지하는 많은 경험적 연구들에 대한 문헌적 연구를 통하여 청소년비행을 통제하는 모형을 제시하는 데 연구의 목적을 두었다. 연구 결과 청소년 비행을 통제하기 위한 방안을 다음과 같이 제시하였다. 먼저 청소년의 가정에 대한 애착을 강화해야 하는 데 이를 위해서는 부모가 올바른 모델이 될 수 있어야 한다. 칭찬과 처벌에 대한 일관성을 가지는 부모의 양육태도도 중요하며, 부모에 대한 양육교육도 필요하다. 다음으로 청소년의 비행성을 치료함과 동시에 비행을 억제하는 효과를 가져오는 전환분석기법을 활용할 수 있다. 바람직한 역할모델의 부재에서 오는 결손가정 청소년의 비행을 예방하는 방안으로 멘토링 프로그램의 도입이 필요하다. 멘토는 경찰공무원이나 학교교사, 사회복지사와 같이 법을 집행하거나 청소년 비행에 이해가 깊은 자원자로 선정하고, 멘토에 대한 전문적인 교육도 있어야 한다. 영국이나 미국에서 실시하는 무관용주의를 도입하여 비행청소년에 대해서는 방과 후 통행금지제도를 전면적으로 시행하고, 특히 유흥업소 등에 대한 출입을 엄격히 통제하며, 이들에 대한 감시를 부모와 교사, 보호관찰관 등에게 동시에 두어야 한다. 통제의 범주를 벗어난 청소년에 대해서는 부모에 대해서도 책임을 묻고, 교육수강명령을 동시에 부과하여야 한다. 친구와의 관계설정을 돕는 프로그램으로 캘리포니아 청소년당국이 취하는 기초소년원제도와 비행청소년이 학교공부에 전념하지 못하여 학교성적이 떨어지고, 이것이 또 하나의 비행의 원인이 된 것을 예방하기 위한 청소년훈련학교와 같은 제도도 검토해 볼 필요가 있다. 본 논문은 이차적 자료를 토대로 진행되어 그 실증적 논거를 제시하는 데에는 한계가 있으며, 유대요인 중 청소년의 신념 형성에 영향을 주는 개인적, 사회적 요인이 구체적으로 무엇인지, 그리고 가치관과 비행과의 상관관계를 명확히 밝히기 위한 실증적 연구가 이루어져야 한다.

영문 초록

Social control theory suggests that delinquents acts occur when an individuals bond to society is weak or broken. this bond is said to have four basic elements: attachment, commitment, involvement, belief. Attachment is emotional ties to others and identification with them. Hirsch emphasizes that attachment to parents and parental supervision are important in controlling delinquency and maintaining. Commitment is individual`s degree of investment in conventionality or his or her connection to the norms of society. involvement is degree to which a youth is involved in conventional activities, such as school, studying, spending time with family, and participation in legitimation extracurricular activities. Belief is defined as the endorsement of general conventional values and norms, especially the belief that laws and society`s rues for behavior are morally correct and should be obeyed. This paper presents a literature review of Hirsch`s social bond theory. the findings suggest that the effective methods of social bond are attachment to family, treatment program, mentoring program, zero tolerance, prototypical reformatory system. Zero tolerance were introduced in New York in 1994. the strategy is based on the principle that by calming down on minor street offences and incivilities-begging, under age smocking and drinking, unlicensed street vending, public urination, graffiti writing. Zero tolerance introduced in England. The Crime and Disorder Act introduced new anti-social behaviour orders to be applied to any behaviour-youth or adult- that is likely to cause harrassment to the community. The Crime and Disorder Act enables child curfew scheme for under 10s. Such a curfew is backed by sanctions so that parents who keep letting their kids on the street might themselves end up in court. Parenting order might be instigated requiring them to attend training and counselling sessions on how to better look after their children. Prototypical Reformatory System are educational method for delinquent. The Norwalk center is a diagnostic center, not a correctional institution. Before any by may be accepted into the program has parents must be wiling and able to give their full support and substantial time to work with the group worker in the adjustment and the rehabilitation of their son. Most delinquents have failed in school, and their lack of success in this important part of their lives has contributed greatly to their antisocial behavior. others, bored in school, have found only illegal application for their intelligence. The youth training school at California is specialized school to delinquent juvenile. The institution provides both lay and professional counseling.
