국문 초록

본 연구는 CCTV 의무화에 대한 논란이 이루어지고 있는 현실에서 CCTV와 함께 생활하는 유아교사들의 실제적인 생활에서 발생할 수 있는 어려움과 긍정적으로 받게 되는 도움에 대하여 알아봄으로써 보육환경에서의 CCTV활용에 대한 정책 방향을 마련하는 데 필요한 기초 자료를 제공하고자 한다. 이를 위해 CCTV와 함께 생활하는 어린이집과 유치원 교사 10명을 연구참여자로 하여 심층면담과 저널을 수집하여 질적 분석이 이루어졌다. 연구결과, CCTV로 인한 어려움으로 유아교사들은 개인의 공간이 없어졌다고 느끼며, 누군가 자신을 감시한다는 부담감과 함께 교사 자신보다 보육실 내 설치된 CCTV를 더 신뢰하는 학부모님들과 믿음과 신뢰형성에 어려움을 느끼고 있었다. 또한 보육실 내 CCTV의 설치 목적이 유아교사가 아동을 학대하는 것에 대하여 감시하려는 목적을 띄게 됨에 회의감을 느끼고 있었다. 그러나, 유아교사들은 CCTV로 인하여 자신을 의식하며 자기계발에 대하여 고민하고, CCTV를 활용하여 불신을 가지고 있는 학부모와의 오해를 풀고 보육실에서 이루어지는 유아들 간의 다툼이나 목격하지 못한 사건의 해결에 도움을 받았다. 결과적으로 CCTV와 함께 생활하는 유아교사들은 개인공간 침해 등의 불편함을 느끼기도 하지만, 때로는 긍정적인 활용으로 인하여 문제상황 해결에 도움을 받고 있었다. 그러므로, 유아교사들이 올바른 신념을 가지고 긍정적으로 CCTV를 사용하며 생활할 수 있도록 CCTV활용 방법에 대한 교육과 모니터링 환경 개선에 대한 노력이 기울여져야 할 것이다.

영문 초록

This study is aimed to understand how early childhood teachers experienced the controversial mandatory CCTV installation. 10 early childhood teachers living with CCTV participated in in-depth interviews and journal writing. The results of the analysis showed 5 main difficulties. First, they felt that they lost their own space due to CCTV installed in their child care rooms. Second, they felt pressure that someone was watching them. Third, they felt difficulty in forming trust and belief with parents because parents trusted the CCTV more than the teachers. Fourth, they became skeptical because the reason for CCTV installation was to observe child abuse in a child care room. Finally, they hoped that CCTV could be used in a positive way through sharing the information about CCTV maintenance and about monitoring methods. There were also positive aspects of CCTV. First, teachers tended to think about themselves, and tried to make opportunities to develop their competencies. Second, they were helped in dissolving misunderstandings with parents who distrusted teachers. Third, teachers sometimes checked recorded data in CCTV whenever some conflict and quarrel occurred. In conclusion, even though early childhood teachers living with CCTV felt some difficulties, including their personal space invasion, they sometimes were helped in solving difficult matters. Therefore, there should be efforts to improve monitoring the environment through CCTV in which teachers could view it as having a positive role in education.
