‘적응적 집행’으로서의 자유학기 활동 프로그램 준비

국문 초록

본 연구는 교육정책의 집행에 관한 이론 중 Berman의 ‘적응’ 개념을 활용하여 일선 중학교에서 자유학기 활동 프로그램을 준비하는 과정을 분석한 것이다. 분석에 주로 활용한 자료는 A중학교에서 생산된 자유학기제 관련 자료들과 자유학기제 업무에 관련된 교사들을 면담한 자료이다. 분석 결과, A중학교에서 자유학기제는 상급 기관에서 제시한 지침을 준수하여 준비되었다. 그러나 자유학기제 정책에서 강조된 ‘학생중심’ 프로그램의 개발은 A중학교에서 충실히 이루어지지는 않았다. 프로그램의 준비과정에서 실제로 중요하게 다루어진 것은 업무량의 공평한 배분이나 교사의 편의 등과 같은 기존의 관행들이었다. 이러한 정책 집행의 과정은 Berman이 말한 바, 정책의 현장에 대한 적응은 없이, 집행 기관의 일상적 관행만 정책에 적응하는 ‘기술적 학습(technological learning)’의 과정으로 볼 수 있다. 이는 자유학기제 정책이 일선 학교현장에서 상징적인 수준에서(symbolically) 집행될 수 있음을 보여준다. 향후 자유학기제 정책이 소기의 성과를 거두기 위해서는 일선 학교의 관행만 변화하는 것이 아니라, 정책도 학교의 조건과 맥락에 맞추어 변화하는, 정책과 집행 현장의‘상호 적응’으로 나아가야 할 것이다.

영문 초록

This study analyzes the process of preparing Free Semester Programs in front-line middle schools using Berman s concept of “adaptation.” The data used for the analysis are text data produced in middle school A and interviews with teachers. As a result of the analysis, the Free Semester Program at middle school A was prepared in accordance with the guidelines suggested by higher-level institutions. However, the development of the “student-centered” program emphasized in the Free Semester Program policy was not faithfully implemented in middle school A. What was really important in the preparation process of the program was the existing practices such as the fair distribution of workload and the convenience of teachers. This process of policy implementation, Berman said, can be viewed as a process of “technological learning,” in which only the daily practices of the implementation agency adapt to the policy without policy’s adapting to the policy field. This shows that the Free Semester Program policy is being implemented symbolically in front-line schools. In order for the Free Semester Program policy to achieve the desired results in the future, it seems necessary to change the policy according to the school field. This would be going forward to the ‘mutual adaption.’
