국문 초록

본 연구는 학업중단숙려제 정책을 담당하고 있는 상담교사들의 업무 특징이 Lipsky의 일선관료모형에서 제시하고 있는 일선관료의 업무 특징과 유사하다는 사고를 바탕으로 일선관료모형을 적용하여 충북 지역의 학업중단숙려제 정책의 집행과정을 분석하였다. 분석 결과, 학업중단숙려제를 담당하는 상담교사의 업무 환경이 Lipsky가 제시하고 있는 자원의 부족, 공급을 초과하는 수요, 목표의 모호성, 성과측정의 어려움, 비자발적인 고객의 업무 환경으로 나타났다. 또한, 이에 대한 대응 기제로 단순화, 정형화, 회피 전략, 역할 기대 바꾸기의 네 가지 대응 기제를 보이고 있었다. 이러한 연구 결과를 바탕으로 학업중단숙려제가 보다 더 내실화 있게 운영되기 위한 상담교사들의 제언과 세 가지의 정책적 시사점을 제시하였다.

영문 초록

Based on the idea that the work characteristics of the counseling teacher in charge of the academic interruption consideration system policy are similar to that of the street-level bureaucracy presented in Lipsky’s street-level bureaucracy model, this study analyzed the execution process of the academic interruption consideration system policy in the Chungbuk province focusing on Lipsky’s street-level bureaucracy model. As a result of the analysis, the work environment of the counseling teacher in charge of the academic interruption consideration system was found to be the lack of resources suggested by Lipsky, the demand exceeding the supply, the ambiguity of the goal, the difficulty in measuring performance, and involuntary client’s work environment. In addition, four response mechanisms were shown: simplifications, routines, avoidance strategy, and changing role expectations. Based on the results of this study, the counseling teachers’suggestions and three policy implications were presented for the more substantial operation of the academic interruption consideration system.
