옹호연합모형에 의한 자율형 사립고 정책변동 분석

국문 초록

본 연구는 Sabatier의 옹호연합모형을 적용하여 자율형 사립고 정책변동 과정을 분석하였다. 분석결과 외적변수로 상대적으로 안정된 변수에는 고교서열화 및 입시경쟁의 심화, 교육을 통한 계층 사다리 또는 사회경제적 지위의 대물림의 수단, 신자유주의 이후 공공성 회복, 초·중등교육법 시행령 등이 있다. 외적 체제 사건은 사교육비 증가와 여론 조사, 정권 교체와 다수의 진보교육감 당선 등의 영향을 받고 있다. 교육의 공공성, 공교육 정상화를 주장하는 대통령, 교육부 장관, 진보교육감을 중심으로 한 자사고 폐지 찬성 연합과 교육의 수월성, 다양성, 자율성을 주장하는 자사고교장·학부모 연합회를 중심으로 자사고 폐지 반대 연합 간의 갈등이 나타났다. 각 옹호연합은 활용 가능한 자원과 전략을 바탕으로 정책입장을 주장하였고, 정책 학습인 토론회는 각 옹호연합의 신념을 공고히 하는데 활용되었다. 정책변동 과정에서 일어난 정책 산출은 자사고의 일반고 일괄 전환과「초·중등교육법 시행령」의 제·개정으로 구체화 되었다.

영문 초록

This study analyzed the process of policy change in autonomous private high schools by applying Sabatier s advocacy coalition model. As a result of the analysis, variables that are relatively stable as external variables include the deterioration of high school order and intensification of competition for entrance exams, the means of class ladder or succession through education, recovery of publicity after neoliberalism, and the Enforcement Decree of the Elementary and Secondary Education Act. The external system case has been affected by an increase in private education costs, public opinion polls, regime change, and the election of a number of progressive superintendents. Conflict between the coalition against the abolition of private high schools centered on the association for the abolition of private high schools centered on the publicity of education and the normalization of public education, the president, the minister of education, and the progressive superintendent of education, and the association of principals and parents of own high schools that insist on excellence, diversity and autonomy appear. Each advocacy coalition argued for a policy position based on available resources and strategies, and a discussion meeting, a policy learning session, was used to solidify the conviction of each advocacy coalition. The policy calculation that occurred in the course of policy change was embodied by the collective conversion of private high schools to general high schools and the enactment and amendment of the Enforcement Decree of the Elementary and Secondary Education Act.
