국문 초록

이 논문은 문재인 정부의 ‘온종일 돌봄 정책’의 의제설정과정을 연구대상으로 하여 Cobb 등의 의제설정유형론에 기초할 때, 이 정책의 의제설정과정은 정부주도형에 속하는지 혹은 여론을 기초로 한 의제설정과정이라고 할 수 있는 외부주도형에 속하는지를 밝혀보고자 하였다. 주요 연구자료는 ‘온종일 돌봄 정책’이 발표된 2018년부터 2020년 11월 6일 돌봄전담사의 파업까지의 정책 사건과 관련한 선행연구와 정부의 보도자료, 기사 등 언론자료, 각 이해관계 단체들의 성명서 등의 문헌자료이다. 연구결과 ‘온종일 돌봄 정책’의 의제설정과정은 Cobb 등의 의제설정유형론에 따를 때 대체로 정부 주도의 ‘동원형’의 특징이 있었던 것으로 파악되었다.

영문 초록

This paper aimed to explore what the features of the agenda setting process for the Moon Jae-in administration s ‘All-day Care Policy at Elementary Schools’were like. We tried to especially find out which type the process is categorized into, based on Cobb’s model that agenda-setting styles are categorized into three types such as outside-initiation type, inside-initiation type, and mobilization type. The data for the study were drawn from the documents such as the governmental press releases, the mass media reports, and statements of diverse interest groups from 2018 to 2020, including prior studies related to the policy. Findings showed that the agenda setting process for the ‘All-day Care Policy at Elementary Schools’ could be generally categorized into ‘mobilization type’, where issues are moved from formal to public and the support of public to implement is required, according to Cobb’s model.
