국문 초록

본 연구는 서울특별시교육청 학생인권종합계획(2018~2020)의 실행 과정에 대한 경험을 토대로 향후 학생인권 정책 방향을 모색하기 위해 수행되었다. 이를 위해 정책적 특성에 따라 학생인권종합계획을 권리기반정책으로 규정하였고, 본 연구의 분석틀로 ‘학교에서의 인권방법(HRMSE)’을 사용하였다. 본 연구에서는 초점집단인터뷰(FGI)를 수행하였고, 학생인권종합계획 수립과정에 참여한 연구진, TF팀, 정책 실행가(교육청 담당자, 교사, 학교 관리자 등)들이 참여하였다. 연구 결과, 권한강화로써 일상에서의 권리들(보건, 안전, 건강 등)이 강조되어야 할 필요성, 참여권으로서 자치 실현을 위한 인식 변화, 혐오와 차별을 넘어서기 위한 정책의 체계화 등 권리들에 대한 사고의 변화가 요청된다는 점을 확인하였다. 또한 학생인권 대상에 대한 인식의 확장이 요청되며, 교권에 대한 새로운 이해가 정립될 필요가 있다는 사실도 확인하였다. 본 연구를 통해 학교 문화 속에서 인권이 자리 잡을 수 있는 기반으로 학생인권 정책이 구상되고 실천될 수 있기를 기대한다.

영문 초록

This article aims to explore the direction of students’human rights policy by analyzing the practices of the master plan of students’ human rights(2018~2020) of Seoul Office of Education. To begin with, the research team defined the master plan of students’human rights as right-based policy. Therefore, considering the quality of the master plan, we used Human Rights Method in School Education(HRMSE) as an analytical frame. In order to conduct the research, focus group interview(FGI) was used. The research participants are research team and TF team established master plan and the policy-practitioners such as the person in charge in the Office of Education and teachers and principals in schools. As a result, we found that there needs a change of perception on rights – emphasizing the rights in our daily lives (health, safety, etc), re-consideration of autonomy in school system as human rights, and the systemization of policy in order to overcome the discrimination and hatred. Second, the understandings of students human rights should be changed by expanding the concept of students. Last, the misrecognition of teachers’authority should be re-organized. We expect that human rights can land safely in school culture by making and practicing the human rights policy in new direction suggested in this research.
