농업농촌발전을 위한 농업인 교육혁신 방안

국문 초록

이 연구는 농업인 교육현상에 대한 진단을 통하여 농업인 교육의 혁신방안을 마련하는데 그 목적이 있다. 이를 위하여 CIPP모형을 토대로 우리나라 농업인 교육현상 진단을 위한 진단영역 및 진단항목을 설정하였고, 인터뷰, 설문조사, 전문가 협의회 등을 통하여 우리나라 농업인 교육의 문제점을 도출하였다. 인터뷰는 시군농업기술센터, 각종 농민단체의 연수담당자, 정부기관 담당자, 농업계학교 교수, 농협의 교육담당자 등 총 16명을 대상으로 하였으며, 설문조사는 농업인교육관련 103개 기관의 411명의 교육담당자와 572명의 농업인을 대상으로 2005년 12월부터 2006년 1월까지 실시하였다. 농업인 교육현상 진단을 통하여 도출한 농업인 교육의 핵심문제점은 1) 농업인 교육 조직의 비효율적 구조 문제, 2) 농업인 교육 기관 및 교육담당자 그리고 강사의 역량 부족 문제, 3) 교육체계 및 프로그램 구성의 비효과성 문제, 4) 농업인의 교육 및 학습 참여 부족의 문제로 압축할 수 있었다. 이러한 문제점을 해결하기 위하여 이 연구에서는 먼저 농업인 교육의 미션, 비전, 목표를 설정하였으며, 혁신의 실질적 실천을 위한 혁신의 실천 원칙을 설정하였다. 또한 구체적인 혁신 방안으로는 첫째, 품목별 전문 교육 강화, 농업교육 혁신위원회 및 농업인력개발센터의 설립을 골자로 하는 농업인 교육을 위한 기관의 역할 정립, 둘째, 교육기관 성과관리시스템 도입, 교육담당자 및 강사 확보와 육성, 교육과정 구성체계 개편 등의 농업인 교육 기관 및 교육당당자의 역량강화, 셋째, Pull형 교육참여제도 구축과 농업인 학습지원 시스템 구축을 골자로 하는 농업인 교육 참여 확대 방안을 제시하였다.

영문 초록

The purpose of this study was to develop innovative strategies onfarmer education for agricultural and rural development. Based on the survey of 441 HRD (human resource development),practitioners from farmer education organizations, and additional interviews of 16 among them, some specific instances of the problems of current farmers education were diagnosed in terms of CIPP (context, input, process, and product) model. Through the farmer education-related experts’ review, research results were verified. The important problems of farmer education in Korea were as follows : ①the inefficient structures and leadership of farmer education organizations. ② the lack of HRD practitioners and instructors in the field of farmer education. ③ ineffectiveness of educational systems and training programs. ④ the lack of farmers’ participation in learning. To solve these problems, first of all, this study suggested the mission and vision, goalsof farmer education in Korea, and then suggested innovative strategies. The innovative strategies were as follows : ①the role of farmer education organizations in Korea should be established definitely through extending farmer education function to enhance farmers expertise and the making of a committee for establishing a farmer education center in the national level, ② the competency of HRD practitioners of farmer education organizations should be improved by introducing performance management systems and by developing HRD practitioners ③ farmers’participation in learning should be extended through establishing pull-type trainee participation systems and learning support systems for farmers.
