국문 초록

본 연구는 지역의 소멸 위기 극복 방안으로 문화예술이 지닌 가치를 탐구하기 위해 해외 성공 사례를 분석하고 시사점을 도출했다. 기존 문화예술은 지역 활성화를 위해 다양한 방법으로 활용되었다. 하지만 문화예술 활동이 해당 지역의 특색을 반영하기보다는 유명인 섭외를 중심으로 단순 일회성 행사의 형태로 진행되는 경향을 보였다. 본 연구는 지역의 정체성을 기반으로 문화예술 활동이 추진되어 성공적인 효과를 창출한 해외사례를 분석하고자 한다. 분석을 통해 국내지역 소멸 위기 지역 활성화 방안으로 지역정체성 기반 문화예술 활동이 지닌 가치를 조명하고자 한다. 본 연구에서 선정한 세 가지 사례(뉴올리언즈 사치모 섬머페스트, 루베 라 삐신 미술관, 하치노헤 책 마을 사업) 모두 해당 지역의 정체성을 기반으로 문화예술 활동이 추진되어 지역 경제 및 관광 활성화에 일조했다. 본 연구는 각각의 사례에 관해심도 있게 분석하여 성공요인을 도출하고 국내 지역 소멸 위기 지역을 위한 시사점을 제시하고자 한다.

영문 초록

This study explores the value of cultural and artistic activities as a means to overcome the crisis of regional extinction by analyzing successful overseas cases and drawing out their implications. Although various cultural and artistic initiatives have been employed to spur local revitalization, they have often taken the form of one-off events centered on celebrity appearances rather than authentically reflecting the distinctive characteristics of their host communities. To address this limitation, the research examines three international examples—New Orleans’s Satchmo SummerFest, Roubaix’s La Piscine Museum, and Hachinohe’s Book Town project—each of which has implemented cultural and artistic programming deeply rooted in local identity. These initiatives have demonstrably contributed to economic growth and tourism development in their respective regions. Through an in-depth case study analysis, the study identifies the key factors underpinning their success and highlights the intrinsic value of identity-based cultural and artistic activities for regional activation. Finally, the paper offers practical recommendations for applying these lessons to revitalize Korean localities facing demographic decline and economic stagnation.
