국문 초록

이 글은 품주의 주무·겸무를 기밀·재정으로 이해하고, 품주의 연원, 조직 변화, 업무와 성격 등을 설명하고자 하였다. 기밀은 국초 대보(大輔)의 업무 중 국사(國事)에서 285~311년경에 분화하였다. 품주의 실질적 연원은 311년에 취임한 아찬 급리로, 이후 최상급 고관 중 관위가 낮은 왕의 측근이 기밀을 맡았다. 품주는 중고기에 관청 등급 대비 업무가 중요한 계비직고형 관청으로 운영되었다. 진~당 초 문하·중서의 발달과정, 제명(帝命)의 환류 관계, 품주의 자의·연원으로 보아, 품주는 비서 업무를 위주로 자문·심의, 상행·하행 문서 관리, 기밀 등 추요 업무를 맡았다. 또 기밀의 원활한 집행을 위해 조(租) 관련 재정 업무를 맡았다. 더하여 포상 관련 인사 이동을 위한 제반 절차, 재정 지출·분배에 대한 기획·평가·심의, 유관 실무 관청 통제를 맡았다. 651년 품주의 주무·성격은 집사부에 계승되었다. 이것은 중고기 중앙행정제도의 서열화·체계화·계통화 과정과 동궤에 있었다.

영문 초록

This study examines the origins, organizational development, duties, and characteristics of the pumju (稟主), explaining its principal and concurrent responsibilities in confidentiality and fiscal administration. Confidential affairs diverged from the responsibilities of the daebo (大輔) between 285 and 311 AD and the office originated from achan (阿湌) Geupri (急利) in 311. Later, low-ranking officials of the highest ranks, but close to the king assumed confidential duties. The pumju operated during the Junggo (中古) period as a gyebijikgohyeong (階卑職高形) office. Considering the development of the munha (門下) and jungseo (中書) system from the Jin (秦) to early Tang (唐) dynasties, the feedback system of imperial edicts, and the origins of the pumju, it primarily managed secretarial tasks including deliberation and document control, while also supervising taxation-related fiscal affairs. It further handled personnel transfers related to rewards, engaged in the planning, evaluation, and deliberation of fiscal expenditures and distributions, and monitored related offices. In 651, its principal functions and characteristics were succeeded by the jibsabu (執事部). This transition reflected the systematization of the central administration in the Junggo period.
