공정과 편파 사이: 洪武帝가 다이비엣과 참파의 갈등을 대하는 태도

국문 초록

많은 연구에서 홍무제가 이웃 나라를 동등하고 공정하게 대하며, 평화를 유지하려 애썼다고 평가하였다. 그리고, 그러한 태도가 그의 재위 기간에 일관되게 유지되었다고 보았다. 이러한 평가의 연장선에서 다이비엣과 참파가 계속 전쟁 중인 상황에서도 중립을 지켰다고 분석하였다. 하지만, 이 글에서는 두 나라에 보낸 외교문서 외에 황제가 명의 행정 부서에 지시한 내용을 중심으로 분석하여 그렇지 않다는 점을 밝혔다. 그러한 문서 안에서 홍무제는 참파가 다이비엣을 침공한 원인이 다이비엣 측에 있다고 비난하였다. 홍무제가 엄격하게 공정성을 유지하였다는 분석은 외교적으로 윤색된 문서 안에서나 가능한 이야기였다. 그리고, 홍무제의 태도는 그의 통치 기간에 일관되게 유지되지 않았다. 그는 필요와 상황에 따라 다이비엣에 참파가 전쟁을 준비하는 상황을 전해주기도 하였고, 참파의 계속되는 공격을 자제하는 발언을 하기도 하였다. 명의 서남쪽 변경은 다이비엣과 연결되어 있었다. 그곳을 강력한 행정력으로 지배하기 어려웠던 상황에서 명과 다이비엣은 변경에서 영역 갈등이 있었다. 하지만, 명은 그 지역에 대한 통치를 유지하기 위해서는 다이비엣의 물질적인 지원이 필요하였다. 이에 참파와 다이비엣이 긴장 관계인 것을 활용하여 다이비엣을 압박하였고, 그것을 통해 원하는 이익을 얻었다. 홍무제는 외교에서 공정과 중립을 이상으로 내세웠지만, 수시로 편파적인 태도를 보였다.

영문 초록

This study aims to demonstrate that the Hongwu Emperor’s approach toward Dai Viet and Champa was not governed by abstract ideals, but rather adapted in accordance with the concrete realities he confronted. Many studies have assessed the Hongwu Emperor as treating neighboring countries equally and fairly, and as striving to maintain peace. It is often argued that he maintained this attitude consistently throughout his reign. On this basis, scholars have interpreted his approach to the ongoing conflict between Dai Viet and Champa as one of strict neutrality. However, this article challenges that assessment by analyzing not only the diplomatic communications sent to the two countries but also the internal instructions the emperor issued to Ming administrative departments. These internal documents reveal that the Hongwu Emperor blamed Dai Viet for provoking Champa’s military actions. The claim that he consistently upheld strict impartiality appears valid only within the context of diplomatically embellished documents. Moreover, the Hongwu Emperor’s attitude was not consistent throughout his reign. Depending on the circumstances and strategic needs, he sometimes informed Dai Viet of Champa’s preparations for war, while at other times he urged Champa to restrain its offensives. The Hongwu Emperor actively took advantage of the ongoing conflict and military confrontations between the two countries. Ming China’s southwestern frontier bordered Dai Viet, and in that region, effective imperial control was difficult to establish through administrative means alone. Territorial disputes between Ming and Dai Viet arose along this unstable border. However, to maintain a foothold in the area, the Ming court relied on material support from Dai Viet. In this context, the tension between Champa and Dai Viet was strategically exploited to pressure Dai Viet and thereby extract concessions beneficial to the Ming. The Hongwu Emperor outwardly upheld fairness and neutrality as diplomatic ideals, but in practice he displayed an attitude that oscillated between impartiality and partiality.
