국문 초록

일반적인 테러리즘의 개념을 기준으로, 지구상에서 가장 많은 테러리즘이 발생하는 지역은 중동 지역이다. 중동지역에서는 매일 크고 작은 테러사건이 발생하고 있다. 이슬람 원리주의로 무장된 테러집단은 전세계에서 무고한 시민들의 희생을 수반하는 테러리즘을 자행하고 있다. 따라서 중동 테러리즘이 확산되는 원인이 무엇이며, 이러한 테러리즘에 대한 대응체계에 대한 논의와 점검이 필요하다고 보인다. 1990년대 초 사회주의의 붕괴는 테러리즘의 변화에 영향을 미쳤다. 냉전체제 하에서는 사회주의 테러리즘이 빈번하게 발생하였으나, 사회주의의 붕괴는 극좌the extreme left 테러리즘의 감소를 가져왔다. 대신 러시아를 포함한 동구권의 소수민족 분리주의 세력과 중동을 중심으로 한 과격 이슬람 원리주의 세력들에 의한 테러리즘이 점차 확산되면서, 종전의 냉전 이데올로기 중심의 테러를 대체하기 시작하였다. 우리나라는 그동안 종교간 갈등으로 인한 사회혼란이 없었고, 다문화가정 확산 및 외국인 노동자 유입으로 인한 인종간·민족간 심각한 갈등도 없었다. 이러한 측면에서 보면 종교, 인종, 민족 간 차이로 인한 테러 위협은 적다고 할 수 있다. 다만 중동지역에서의 테러 위협은 그 상황이 다르다. 최근 리비아와의 외교적 문제, 이란 국적 은행에 대한 동결조치 등으로 일부 중동국가와의 관계가 불편해졌고, 이슬람 과격 테러리스트들의 활동이 세계 곳곳에서 감지되고 있다는 점을 주목해야 할 것이다.

영문 초록

Based on the concept of general terrorism, the Middle East is the region where terrorism occurs the most on Earth. The terrorism occurs almost daily at the Middle East. The terrorist groups armed with Islamic fundamentalism has been carried out the terrorism to sacrifice innocent civilians around the world. Thus, it is necessary to discuss about the cause of terrorism proliferation and our corresponding strategy and system against terrorism. The collapse of socialism in the early 1990s had an impact on the change of terrorism. While the socialistic terrorism occurred frequently under the Cold War system, the collapse of socialism led to the reduction of these terrorist attacks. On the other hand, Ethnicism in Eastern Europe including Russia and the radical Islamic fundamentalism in the Middle East have been gradually proliferated, and the new terrorism had been spread as a result, which has replaced the ideologic terrorism of the Cold War era. Compared to other countries, it has been generally regarded as that South Korea is relatively safe from terrorism among Korean. As the hostile relations between the two countries - South and North Korea- gradually improved since the mid-1990s, the terrorism threat from North Korea is deemed to be reduced. In addition, because South Korea does not carry the hostile policy for Islamic culture comparing other developed countries, South Korea could be considered as relatively safe from terrorism. We, however, need to consider the large-scale terrorism in the United States, Europe in recent years, the diplomatic problems with Middle East countries and the attack against the ship Cheonan. They would indicate that South Korea is no longer safe from the terrorists attack. The threat of terrorism would be increased as long as South Korea’s involvement on international affairs. Therefore, we should closely watch the terrorism trend and thoroughly prepare the countermeasure for the terrorism.
