국문 초록

본 연구는 한국의 외국인 근로자 정책 변화에 따라 형성·변화된 직업 목적 한국어 학습자군의 특성을 정책적 맥락 속에서 구조적으로 분석하고, 그에 따라 한국어교육이 정책 내에서 어떠한 위상을 갖는지를 고찰하는 데 목적이 있다. 최근 한국은 단기 비전문 인력 중심의 고용에서 숙련 인력의 장기 체류 및 정주를 유도하는 정책으로 전환하고 있으며, 고용허가제 개편, 숙련기능 점수제 확대, 지역특화형 비자 제도 도입 등이 이러한 흐름을 보여준다. 이러한 정책 변화는 체류 자격, 산업군, 언어 요구 수준 등에서 한국 내 한국어 학습자군의 구조를 변화시키며, 이에 따라 한국어교육이 제도 안에서 갖는 의미와 기능도 변화하고 있다. 이에 본 연구는 외국인 근로자 정책 변화가 직업 목적 한국어 학습자의 구성에 어떠한 영향을 미쳐 왔는지를 고찰하고, 현 시점에서 한국어교육이 한국 내 직업 목적 한국어 학습자를 정책과 연계하여 어떻게 정의하고 대응할 것인지 각 시기의 정책을 한국어교육적 관점에서 살펴보고 분석하였다. 이를 통해 직업 목적 한국어교육에 정책이 미치는 영향을 명확히 하고, 정책과 연계하여 향후 교육적 실천이 나아가야 할 기반을 마련하는 데 시사점을 제공하고자 하였다.

영문 초록

This study analyzes the characteristics of occupational-purpose Korean language learners formed through changes in South Korea’s foreign workforce policies and examines the role of Korean language education within these policy frameworks. As Korea shifts from short-term employment of low-skilled workers to long-term settlement of skilled laborers, policies such as the restructured Employment Permit System, expansion of the E-7-4 Skilled Points System, and regional visa programs have altered visa types, industries, and language needs. These shifts have reshaped learner demographics and the function of Korean language education. This study explores these transformations and offers implications for aligning Korean language education with policy developments.
