국문 초록

본 연구는 노인의 생활디지털 영역에서의 정보격차 문제를 해결하기 위한 제도적 기반으로서 기초자치단체의 조례를 분석하였다. 전국 15개 기초자치단체에서 제정된 노인 대상 ‘생활디지털 교육 지원 조례’를 중심으로 조례의 기본사항, 규범적 체계, 실효성 체계의 3가지 분석기준을 토대로 조항의 존재분석과 내용분석을 실시하였고, 정보공개청구를 통해 실제 이행 여부를 확인함으로써 입법적 실효성을 평가하였다. 분석 결과, 다수의 조례는 조항 구성에서 권리성 및 실행력을 담보하는 규정이 부족하였으며, 계획 수립이나 현장체험 등의 실제 이행률도 낮게 나타났다. 특히, 교육의 실효성을 높이기 위한 협력체계, 전문인력 확보, 실태조사 항목이 부재하거나 임의규정에 그치는 경우가 많았다. 이러한 분석 결과를 바탕으로, 본 연구는 관련 조례의 발전 방안을 제시하였으며, 향후 조례 제정 및 개정을 위한 정책적 기초자료를 제공하는데 기여할 수 있으리라 기대한다.

영문 초록

This study analyzed the “Ordinances Supporting Digital Education for Daily Life” enacted by 15 local governments nationwide as an institutional foundation to address the digital information gap among Older Adults. Based on three criteria—basic provisions, normative system, and effectiveness system—the study examined the presence and content of ordinance provisions and assessed actual implementation through information disclosure requests. The results showed that many ordinances lacked regulations that guarantee rights and practical enforceability, and the implementation rates for planning and experiential activities were low. In particular, systems for inter-agency cooperation, the recruitment of qualified professionals, and the conduction of fact finding surveys essential for effective education were often absent or only stipulated as optional. Based on these findings, several improvement measures are proposed, which are expected to serve as foundational policy data for the future enactment and revision of local government ordinances.
