일본의 방재컴팩트 선행모델도시 제도적 고찰을 통한 한국의 도시방재정책에 대한 시사점

국문 초록

본 연구에서는 일본의 지역단위에서의 방재대책을 위해 새롭게 도입된 제도를 파악하여 소개하고 본 제도가 우리의 도시방재정책에 대한 시사점에 대해서 고찰하고자 한다. 먼저, 국내선행연구를 통해서 일본에서 본 제도와 깊은 연관이 있는 입지 적정화계획에 대한 배경과 방재컴팩트 선행모델도시 제도의 법적 근간인 재해대책기본법과 도시재생특별법에 대해서 알아볼 필요가 있다. 궁극적으로, 방재 컴팩트 선행모델도시가 제도의 실제적 요소와 추진과정을 알기 위해서 일본의 국토교통성과 내각부의 공개자료를 적극 수집하여 분류 및 분석하였다. 과거 일본에서는 정부주도 형식 즉, 하향식 방재정책 적용으로 주요 재해들에 대응하였으나 본 제도의 도시들은 자체분석을 통해서 지역의 특수성을 고려한 방재대책 수립이 가능할 것으로 사료된다. 결과적으로, 각 지역의 특수성을 고려한 방재계획의 반영이 가능하며 인구구조변화에 따른 도시구조 재편과정에서 주요 도시시설들과 지역주민들을 지역에서 반복적이며 치명적인 재해로부터 재배치를 통하여 지속발전 가능할 것으로 기대된다. 본 제도의 취지와 정책들과 유관기관 간의 협업과정에서 시사하는 바를 국내 도시방잭계획과 함께 언급하고자 한다.

영문 초록

In this study, the newly introduced system for disaster prevention policy at the regional level in Japan is identified. Also, the implications of this system for Korea urban disaster prevention policy are considered. First, it is necessary to find out the background of the Local Optimization Plan(LOP) through literature reviews, the Basic Law for Disaster Countermeasures, and the Special Law for Urban Regeneration, which are intensively related to Disaster Prevention Compact Preceding Model City(DPCPMC). Ultimately, open sources and public data from Japan’s Ministry of Land Infrastructure and Transport and the Ministry of Cabinet were actively collected and analyzed to understand the actual elements and implementation process of the DPCPMC. Importantly, it would be expected major urban facilities and localites would be able to keep developing through relocation from the repeated and fatal local disasters in the process of urban restructuring. The policies and the implications of the collaboration process among the related organizations will be mentioned with the plan of Korea.
