현대사회는 급격한 도시화와 산업화, 개인주의 확산으로 인해 지역사회 내에서 사회적 유대가 약화되었고, 이에 따른 적절한 사회적 통제 기능이 상실되어 시민들의 범죄두려움이 중요한 사회적 문제로 대두되고 있다. 이에 대응하는 경찰의 효과적인 치안활동은 시민들의 범죄두려움을 완화시키는 중요한 요소로 작용하며, 나아가 범죄예방뿐만 아니라 시민들의 체감안전도를 높이는 데 기여한다. 또한, CCTV는 경찰력과 병행하여 운영될 때 범죄예방 효과가 극대화될 수 있다는 선행 연구에도 불구하고, CCTV 설치가 경찰활동을 대체하는 목적으로 운영될 경우 경찰력에 대한 시민들의 체감도에 부정적인 영향을 줄 수 있다는 연구결과도 보고되었다. 이에 이 연구는 경찰 효과성 인식이 범죄두려움에 미치는 영향을 분석하고, CCTV 효과성 인식이 이 관계에서 조절효과를 가지는지를 검증하는 것을 목적으로 수행되었다. 한국형사·법무정책연구원의 ‘범죄예방 목적의 공공 CCTV에 관한 일반시민 인식조사’ 자료를 사용하여 분석한 결과, 경찰 효과성은 범죄두려움에 부(-)적 영향을 미치며, CCTV 효과성 인식이 이 관계를 조절하는 것으로 나타났다. 특히, 경찰 효과성이 증가할 때 범죄두려움이 감소하는 효과는 CCTV 효과성 인식이 낮은 집단에서 더욱 크게 나타났다. 성별 차이에 있어서 남성 집단은 CCTV 효과성의 조절효과가 유의미하였고, 여성 집단은 그렇지 않았다. 성별 차이에 있어서 남성 집단은 CCTV 효과성의 조절효과가 유의미하였고, 여성 집단을 그렇지 않았다. 이 결과를 바탕으로 지역사회의 특성을 고려한 맞춤형 치안 정책을 수립하고, 경찰과 CCTV의 역할을 적절히 조화시킴으로써 범죄두려움을 효과적으로 감소시킬 수 있는 방안을 제시하였다.

영문 초록

In modern society, rapid urbanization, industrialization, and the expansion of individualism have weakened social cohesion, leading to a decline in social control functions. As a result, crime and fear of crime have emerged as critical social issues. Effective policing plays a crucial role in alleviating citizens' fear of crime and contributes not only to crime prevention but also to enhancing perceived safety. Moreover, while existing studies suggest that the crime prevention effects of Closed-Circuit Television (CCTV) are maximized when integrated with police operations, excessive reliance on CCTV as a substitute for active policing may diminish public perception of police presence. This study examines the impact of perceived police effectiveness on fear of crime and investigates whether CCTV effectiveness perception moderates this relationship. Using data from the Public Perception Survey on Crime Prevention-Oriented Public CCTV conducted by the Korean Institute of Criminology and Justice (KICJ), the analysis reveals that perceived police effectiveness has a significant negative effect on fear of crime, and that this relationship is moderated by CCTV effectiveness perception. Specifically, the mitigating effect of perceived police effectiveness on fear of crime was more pronounced among individuals with lower levels of CCTV effectiveness perception. Regarding gender differences, the moderating effect of CCTV effectiveness perception was significant among the male sample but not among the female sample. Based on these findings, this study suggests policy implications for developing tailored crime prevention strategies that consider local community characteristics. By optimizing the complementary roles of police presence and CCTV surveillance, law enforcement agencies can effectively reduce public fear of crime and enhance public trust in policing.
