국문 초록

도농지역의 고령화 및 노동력 부족 문제가 심화하면서 공단 배후 외국인 밀집지역이 대거 형성되고 있다. 본 연구는 공단 배후 외국인 밀집지역에 대한 실질적 이해를 높이기 위해, 경상북도 구미시의 두 개 행정구역(인동동·상모사곡동)에 대해 원주민을 대상으로 설문조사를 실시하고, CPTED(범죄예방환경설계)원칙에 기반한 체크리스트를 활용하여 현장 진단을 수행하였다. 설문조사 결과, 원주민들은 외국인에 대해 중립적 태도를 보였으며, 실제 접촉 빈도는 낮은 수준으로 나타났다. 이는 사회적 거부감은 크지 않으나 상호작용 기반의 관계 형성이 부족함을 시사한다. 현장 진단 결과, 두 지역 모두에서 영역성 약화, 유지관리 체계의 미흡, 분리수거 체계 부족, 공공공간의 무질서 등 공통된 문제점이 확인되었다. 물리적 노후화는 심각하지 않았지만, 거주민 간 자발적 통제나 공동체적 책임 의식을 유도할 수 있는 환경은 매우 취약하였다. 이러한 결과는 사회해체이론과 집단갈등이론의 관점에서 해석될 수 있으며, 외국인 밀집지역의 환경 해체가 주민 간 갈등과 지역사회 통합 저해로 이어질 수 있음을 보여준다. 이에 따라 본 연구는 다음과 같은 실천적인 정책을 제안한다. 첫째, 공단 배후 외국인 밀집지역의 공공공간에 대해 조경, 안내 표식, 경계선 등의 시각적 설계 요소를 도입함으로써, 사적·공적 공간의 경계를 명확히 하고, 거주민의 소속감과 공간 관리 책임을 높일 필요가 있다. 둘째, 분리수거 및 청결유지에 관한 외국인 주민 대상 교육과 불법투기 단속 등의 행정 개입울 병행하여, 외국인 주민의 규범 인식을 높이는 실천 전략이 요구된다.

영문 초록

Growing labor shortages and rural aging in South Korea have contributed to the expansion of immigrant enclaves in the hinterlands of industrial complexes. This study investigates two immigrant enclaves in Gumi industrial complex hinterland, by analyzing native residents’ perceptions and evaluating the residential environment through CPTED-based field assessments. Survey results indicated neutral attitudes toward immigrants and low levels of interaction, suggesting limited social integration despite minimal hostility. Environmental evaluations revealed common issues, including unclear territorial boundaries, inadequate maintenance, poor waste management, and disordered public spaces. Although structural deterioration was not severe, the physical setting lacked elements that support informal social control and collective responsibility. From the perspectives of social disorganization and group conflict theories, the findings suggest that environmental neglect in immigrant enclaves contributes to social fragmentation and undermines community cohesion. In response, the study proposes two policy directions: (1) integrating visual design elements—such as landscaping, signage, and defined spatial boundaries—to foster a sense of responsibility for shared spaces; and (2) implementing targeted educational programs on waste separation and public hygiene for immigrant residents, alongside consistent enforcement against illegal dumping, to cultivate shared norms and collective accountability.
