학교상담자의 신고의무 경험에 대한 현상학적 연구

국문 초록

신고의무는 학교상담자에게 부여된 법적·윤리적 책임으로, 상담을 통하여 아동학대, 가정폭력, 성범죄, 학교폭력 등의 사안을 인지하게 되는 경우 즉시 관련 기관에 신고해야 하는 의무이다. 본 연구의 목적은 학교상담자의 신고의무 경험의 내면을 들여다보고 그 의미와 본질을 규명하는 것이다. 연구를 위하여 신고의무 경험이 있는 12명의 학교상담자를 대상으로 면담을 하여 자료를 수집하였다. 수집된 자료는 van Manen의 해석학적 현상학 연구방법에 따라 수행되었다. 연구결과, 학교상담자는 학생의 안전과 안녕을 위해 신고의무 경험을 홀로 감당하며 지속적으로 책임과 의무를 다하고 있었다. 총 73개의 의미 단위가 도출되었고, 20개의 하위 주제와 7개의 본질적 주제를 범주화하였다. 본질은 사안을 마주하게 된 순간의 딜레마가 담긴 “제도-윤리의 이중구속”, “법적-도덕적 기준 사이 내면의 혼란”과, 학교상담자가 신고 이후 맞닥뜨리게 되는 어려움으로 “심리적 고립과 단독 책임”, “자기 돌봄의 부재”, 제도적 뒷받침이 부족한 현실을 반영하는 “현실과 어긋나는 제도적 장벽”, “나비의 작은 날갯짓” 그리고 “다시, 신고”로 나타났다. 본 연구의 결과가 가지는 상담학적 함의와 시사점, 연구의 제한점을 제시하였다.

영문 초록

The duty to report is a legal and ethical responsibility imposed on school counselors, requiring them to immediately report to relevant authorities upon becoming aware-through counseling-of issues such as child abuse, domestic violence, sexual offences, or school violence. The purpose of this study is to explore the inner experiences of school counselors regarding their duty to report and to identify its meaning and essence. To achive this, interviews were conducted with 12 school counselors who had experienced the duty to report, and data were collected accordingly. The collected data were analyzed using van Manen’s hermeneutic phenomenological method. The findings revealed that school counselors continue to fulfill their responsibilities and obligations alone for the safety and well-being of their students. A total of 73 meaning units were identified, which were then categorized into 20 sub-themes and 7 essential themes. These essential themes included the dilemma faced at the moment of reporting, represented by “Double bind between institutional and ethical demands” and “Inner turmoil between legal and moral standards,” as well as the post-reporting difficulties such as “Psychological isolation and Sole responsibility” and “Lack of self-care.” They also reflected the institutional limitations with themes like “Institutional barriers misaligned with reality,” “The small flutter of a butterfly’s wings,” and “Reporting, again.” The study concludes with a discussion of the counseling implications, practical significance, and limitations of the research.
