국문 초록

Advancing the “Four Grassroots Initiatives” in the new era represents a practical innovation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It embodies profound Marxist theoretical logic and practical orientation, serving as an organic unity of the Party’s mass perspective and mass work, as well as a practical creation for the Party to maintain close ties with the people. Rooted in the theoretical achievements and practical experience of the people-centered philosophy explored and created by Marxist political parties in practice, integrated with the people-oriented thoughts contained in fine traditional Chinese culture, and originated from General Secretary Xi Jinping’s own growth and struggle experiences, this initiative has, through more than 30 years of inheritance and development, demonstrated time-honored and ever-new contemporary value. Continuously learned, promoted, deepened, and applied, it has effectively addressed the information blockage in grassroots governance by establishing a regular mechanism for leading cadres to directly connect with the people. This has provided a practical model for grassroots governance in advancing national governance modernization, making it a crucial magic weapon for implementing the Party’s mass line in the new era.

영문 초록

新时代推进“四下基层”是一项重要的实践创新。其具有深刻的马克思主义理论逻辑与实践指向，是党的群众观点与群众工作的有机统一，是党密切联系群众的实践创造。溯源于马克思主义政党在实践中探索创造的人民性理论成果与实践经验，融汇于中华优秀传统文化蕴含的民本思想，发端于中国共产党人的实践探索。经过三十多年的传承与发展，“四下基层”策略彰显出历久弥新的时代价值，被不断学习推广、深化运用，通过建立领导干部直接联系群众的常态化机制，有效破解了基层治理中的信息梗阻问题，为推进国家治理现代化提供了基层治理的实践样本。成为走好新时代党的群众路线的重要法宝。
