연해주의 북러 경제협력 현황과 남·북·러 발전 방안

국문 초록

연해주에서 남·북·러 3각 협력은 참여 당사국에게 다양한 기대효과를 부여할 것으로 전망된다. 남·북·러 3각 협력으로 남북은 식량안보를 보장받을 수 있으며, 러시아는 균형적인 지역발전을 꾀할 수 있다. 또한, PNG 협력을 통해 러시아는 동북아 나아가, 아태지역으로 영향력을 확대시킬 수 있으며, 남북은 에너지 안보를 확보할 수 있다. 이러한 전망에도 불구하고, 남·북·러 3각 협력은 한국과 북한의 관계 경색, 북한과 러시아에 대한 미국의 경제제재 등으로 진척되지 못하고 있다. 그러나 2018년 들어와 3 차례의 남북정상회담과 1 차례의 북미 정상회담으로 남·북·러 3각 협력 실현에 대한 기대가 높아지고 있다. 연해주와 한반도에서 남·북·러 3각 협력이 이루어지기 위해서는 협력 당사국이 다양한 문제를 해결해야 하는 것이 필요하다. 한국 정부는 연해주에서 3각 협력이 이루어질 수 있도록 유관부처들 간의 상충되는 의견을 하나의 의견으로 도출할 수 있도록 해야 하며, 북한과 지속적인 대화와 타협을 통해 북한이 농업협력과 남·북·러 가스관 사업에 참여할 수 있도록 이끌어내야 한다. 북한은 핵문제를 해결하여 미국의 경제제재를 해제하는 것이 필요하며, 러시아는 미국과 서방의 경제제재를 해결하는 것이 전제되어야 한다.

영문 초록

Economic cooperation between South Korea, North Korea and Russia in Primorsky is expected to have a variety of expected effects. Economic cooperation between South and North Korea and Russia can guarantee food security and Russia can achieve balanced regional development. Furthermore, the PNG cooperation allows Russia to extend its influence to Northeast Asia, Asia and the Pacific, and South and North Korea can secure energy security. Despite this forecast, economic cooperation between South and North Korea and Russia has not progressed due to strained relations between South and North Korea, and U.S. economic sanctions against North Korea and Russia. However, expectations for the realization of economic cooperation between South and North Korea and Russia have been high since the two Koreas held a summit in April 2018. In order for three countries to cooperate on the peninsula, South Korea, North Korea and Russia need to solve various problems. Seoul should continue dialogue and compromise with Pyongyang to help the North participate in agricultural cooperation and gas pipeline projects in South Korea, North Korea and Russia, so that trilateral cooperation can be achieved in Primorsky. North Korea needs to resolve the nuclear issue and lift U.S. economic sanctions, while Russia needs to resolve the U.S. and Western economic sanctions.
