중국의 대북 경제협력 실태 분석 : 대북 농업투자를 중심으로

국문 초록

중국의 대북 농업투자는 최근까지 이루어진 사례로, 이를 통해 최근 북한농업의 투자수요와 북한의 농업투자 유치 여건을 유추해 볼 수 있다는 데에 의미가 있다. 북한농업에 투자된 사례를 세부 분야별로 분석한 결과, 최근 중국기업의 투자는 식품가공업에 집중되어 있었다. 또한 담배, 음료, 조미료, 식용유, 술, 면(국수)류 등으로 다양화된 것도 확인할 수 있었다. 따라서 북한 당국의 농업 부문 투자 유치 목적이 식품가공산업에 부족한 자본과 선진기술을 도입하여 국내 산업의 발전을 도모하는 동시에 다양화된 수요를 충족시키는 데 있을 것으로 판단된다. 대북정책에서의 시사점으로 하나는 남북 농업협력 사업이 남북 간 농업구조를 상호 보완하는 방식으로 한반도 농업의 경쟁력을 제고 시킬 수 있도록 해야 한다는 것이다. 다른 하나는 현 시점을 남·북·러, 남·북·중의 동북아 농업협력의 새로운 패러다임을 설정할 수 있는 기회로 삼을 수 있다면 북한은 그들이 보유한 자원을 최대한 활용하되 한국을 포함한 국제사회와의 협력을 통해 부족한 농업 부문의 자본과 기술을 충족시킬 수 있을 것이다.

영문 초록

It is very meaningful to analogize the investment demand and conditions of agriculture in North Korea by studying China's agricultural investment cases in North Korea. According to the analysis of North Korean agricultural investment cases in detail, it can be find that the recent investment by Chinese companies was concentrated in the food manufacturing industry. It can be also checked that the food manufacturing industry in North Korea had diversified much which includes tobacco, beverages, condiments, cooking oil, alcohol, and noodles. Therefore, it is believed that the North Korean government's purpose in attracting investment is to introduce more capital and advanced technologies to promote the development of domestic industries and meet diversified demand. One of the implications about policies toward North Korea is that the inter- Korean agricultural cooperation project should enhance the competitiveness of the Korean Peninsula by complementing the agricultural structure between the two Koreas. On the other hand, it should be taken as an opportunity to establish a new paradigm of agricultural cooperation among South, North Korea and Russia, South, North Korea and China now. With the cooperation of international community, including South Korea, North Korea will be able to make the most of its resources and meet the lack of capital and technology in agricultural sector.
