한반도 신경제지도 구상 실현을 위한 남북한 농업협력 방안

국문 초록

2018년 들어 남북관계와 한반도 정세가 대화 국면으로 전환됨에 따라 남북경협 재개와 한반도 신경제지도 구상의 추진에 대한 관심과 기대감이 커졌다. 한반도 신경제지도 구상은 남북한 경제협력을 통해 한반도의 긴장 완화와 북한의 시장화 촉진, 한국의 신성장 동력발굴과 일자리 창출, 그리고 북방경제 시대 개막 등을 만들어나가자는 그랜드 플랜이다. 남북한 농업협력은 만성적인 식량난을 겪고 있는 북한의 먹고 사는 문제 해결과 민생 향상, 남한의 안전하고 건강한 먹거리 마련 등을 추진하면서 남북한 상호 신뢰를 형성해 나가고, 관련 산업의 발전을 도모할 수 있다는 측면에서 한반도 신경제지도 구상 실현의 출발점이 될 수 있다. 뿐만 아니라 남북한 농업협력은 최근 김정은 체제의 과학영농과 농업 현대화 강조, 과거의 남북교역 사례 등으로 북한의 수용 가능성이 높다는 점, 그리고 식량 안보 차원의 중장기적 관점과 북방경제 협력의 거점 마련 등에서 매우 유용하고 중요한 의미를 갖는다. 그러나 대북 경제제재 상황에서는 농업협력도 제한적이다. 따라서 단계적·점진적 추진과 관·민의 역할 분담이 필요한데, 단기적으로는 NGO와 지자체 등이 추진할 수 있는 사업부터 먼저 시작하면서 상호 신뢰를 쌓아나가야 한다. 예컨대 우수품종의 종자와 비료, 농기계 등의 제공, 양묘장 건설 등이 대표적 사업이라고 할 수 있을 것이다. 중장기적으로는 북한의 수리·관개 시설 등의 농업 생산 기반 정비, 농업협력단지 조성과 농업기술센터 건립, 스마트팜 시범단지 조성, DMZ 접경지역과 금강산 및 개성지역의 농축수산상품거래 판매소 설치, 복합임농사업과 황폐지 조림 사업 등을 추진해볼만하다. 이들 사업 중 상당 부문은 북방경제협력위원회의 사업과도 연계되므로 긴밀한 협력이 필요하다.

영문 초록

Interest and anticipation towards the New Economic Map Initiative and resumption of economic cooperation have risen as the inter-Korean relationship and political climate of the Korean peninsula thawed in 2018. The New Economic Map Initiative is a grand plan that seeks to ease tension through inter-Korean economic cooperation, promote marketization in North Korea, create jobs and a new source of development in Korea, and open the era of northern economic cooperation. Inter-Korean cooperation in agriculture can be a cornerstone in the New Economic Map Initiative because it can help build mutual trust and development in related industries, by seeking solutions together to improve the lives of North Korean people by solving food security issues and to provide safe and healthy food supplies for South Korea. Moreover, inter-Korean agricultural cooperation has a high probability of being accepted by the North Korean state as Kim Jong Un emphasizes the importance of scientific farming and seeks to modernize the agricultural system, as well as there being a history of North Korea participating in interactions related to agriculture. Furthermore, inter-Korean agricultural cooperation holds a significant role in mid-long term aspects of assuring food security and providing a foothold in northern economic cooperation. However, agricultural cooperation is also limited under the current conditions of economic sanctions towards North Korea. Thus, gradual and step by step approaches as well as cooperation between private and public sectors are necessary. In the short-run, NGOs and the local government should build mutual trust by moving forward with a step-by-step approach on projects they can run on their own. For example, provision of seeds with superior genetics, fertilizer and agricultural machinery as well as building tree nursery would be the possible projects. In the mid-long term, projects such as repairing agricultural infrastructure such as irrigation facilities in North Korea, constructing agricultural cooperation complexes and farming technology research centers, creating SMART Farm test grounds, establishing agricultural and marine product markets at the DMZ border areas, Mount Kumgang and Kaesong, and agroforestry and reforestation projects could be suggested. Since most of these business are directly related to the projects of the Presidential Committee on Northern Economic Cooperation, close cooperation with related departments is necessary.
