국문 초록

본 연구는 유네스코(United Nations Educational, Scientific and Cultural Organization) 4관왕 지역인 제주도 를 사례로, 다중국제보호지역(Multi-Internationally Designated Areas)에서의 유산 설명 체계 현황을 분석하고 개선 방향을 제시하고자 하였다. 세계유산(World Heritage), 세계지질공원(Global Geopark), 생물권보전지역(Biosphere Reserve), 람사르습지(Ramsar Wetland) 등 서로 다른 협약에 근거한 보호지역이 중첩되어 지정된 제주도에서는, 해 당 유산의 다양한 가치를 통합적으로 설명하기 위한 체계가 미흡한 실정이다. 본 연구는 각 보호지역의 등재기준 과 유산 설명의 원칙을 분석하고, 제주도 내 4개 해설사 제도(세계자연유산해설사, 지질공원해설사, 자연환경해 설사, 문화관광해설사)의 운영체계와 교육 내용, 모니터링 현황을 비교하였다. 그 결과, 해설사 제도별 상이한 운 영체계, 기관 간 협력 부족, 체계적인 모니터링의 부재, 설명 교육 분야의 편중 등이 공통적인 문제로 확인되었다. 이에 따라 본 논문은 ‘장소 중심 접근법(place-centered approach)’과 지질공원의 ‘ABC(Abiotic, Biotic, Cultural Components) 접근법’을 도입하여 해설사의 통합적 설명 역량을 강화할 필요성을 강조하고, 유네스코 국제보호지 역 글로벌 연구·훈련센터(Global Research and Training Centre for Internationally Designated Areas,)를 중심으로 하 는 협력 기반의 역량강화 및 모니터링 체계 구축을 제안하였다. 본 연구는 다중국제보호지역의 복합적 가치를 효 과적으로 전달하기 위한 설명 체계 정립에 기여하고자 한다

영문 초록

This study examines the interpretation system of heritage values in Jeju Island, a region designated under four UNESCO programs: World Natural Heritage, Global Geopark, Biosphere Reserve, and Ramsar Wetland. Despite overlapping designations, Jeju lacks an integrated interpretive framework to communicate the diverse values of these areas. By analyzing designation criteria and interpretation principles and comparing four interpreter systems (World Natural Heritage Interpreter, Geopark Guide, Natural Environment Interpreter, and Culture and Tour Guide), the study identifies key issues: fragmented operations, weak inter-agency cooperation, lack of monitoring, and limited diversity in training content. To address these, it proposes a place-centered approach and the “ABC approach” of geoparks to promote integrated storytelling. It also recommends cooperative monitoring and training, possibly led by the Global Research and Training Centre for Internationally Designated Areas (GCIDA). These findings aim to inform the development of more cohesive interpretation systems in multi-internationally designated areas.
