충청북도 매장유산의 보존 양상과 보존을 위한 인식 제고 방안에 대한 연구

국문 초록

본 연구는 충청북도 지역 내 매장유산의 보존에 관한 양상을 살펴봄 으로써, 매장유산의 보존에 직면한 문제를 인식했으며, 이후 매장유산 의 보존을 위한 방안에 대해 논의하였다. 그 결과, 충청북도 지역의 매 장유산 보존조치는 역사성과 시대성, 보존 상태를 중심으로 판단이 이 루어지는 것을 확인할 수 있었다. 그러나 매장유산은 ‘문화재’에서 ‘유산’으로 용어가 전환했음에도, 여 전히 역사나 문화의 연구 자료로써 인식이 강하며, 보존이 이루어졌어도 대부분의 활용은 단편적으로만 이루어졌다. 또한, 피해보상 미비, 관리 인력의 부족으로 인해 문화유산을 향유하는 대중의 관심을 저하했다. 이러한 이유로 매장유산의 보존에 관한 실질적인 제도적 개선이 요구 되지만, 여러 문제 때문에 어려운 상황이다. 이에 본 연구에서는 제도적 개선이 아닌 대중의 인식개선을 통한 매장유산의 보존 방안을 제안하고 자 한다. 특히, 영국의 문화유산 프로젝트 중 하나인 ‘미싱 피스 프로젝 트(Missing Pieces Project)’를 검토한 뒤 시사점을 도출하고자 한다. 이 프로젝트는 지역 공동체와 문화유산을 연결하는 데 도움을 주는 프로젝 트로, 이를 통해 매장유산과 이와 관련된 대중의 경험, 기억을 사회적으 로 공유하고, 지역사회 내 매장유산의 인식과 참여 촉진 방안을 제안하 였다.

영문 초록

This study examined the aspects of buried cultural heritage preservation in the Chungbuk area, recognized the challenges faced in conserving buried cultural heritage, and discussed measures to conserve buried cultural heritage. As a result, it was found that buried cultural heritage conservation measures in the Chungbuk area are judged based on their historicity and age, and conservation status. Despite the shift in terminology from “cultural property” to “heritage,” buried heritage is still largely perceived as a evidence for historical or cultural research, with most of its utilization remaining fragmentary even after conservation efforts. Additionally, inadequate compensation and a lack of management personnel have contributed to declining public interest in cultural heritage. For these reasons, substantial institutional improvements are needed for the conservation of buried cultural heritage, but this is difficult due to various problems. Therefore, this study proposes an alternative conservation approach through raising public awareness rather than focusing on institutional improvements. In particular, the Missing Pieces Project, an UK’s cultural heritage project, is reviewed and implications are drawn. This project helps to connect local communities with their cultural heritage, and proposes ways to socially share experiences and memories of buried cultural heritage, as well as ways to promote awareness and participation of buried cultural heritage in the community.
