국문 초록

본 연구는 유럽연합 북극 지역의 단기체류오염원들의 배출량 감축을 위해 제정된 유럽연합 수준의 지침들의 주요 내용을 면밀하게 분석, 논의한다. 그리고 그 이후 정책상의 제고 요인들을 파악하고 한국 정부에 시사점을 제공하는 데 연구 목표를 둔다. 해당 지침들의 제고 내용들로는 첫째, 국가 배출 감축 의무량 지침에서는 회원국들의 농업 분야 암모니아 배출량의 자발적인 감축을 명시하고 있다. 이에 대한 의무감축으로의 전환과 농업 분야에서 그 시행 부문이 확대되어야 한다. 둘째, 국가 대기오염 통제프로그램 시행을 위한 공공 협의의 시행 필요 여부가 회원국 별 상이하다. 따라서 공공 협의에 대한 구속성 부여와 진행방식 및 형식 관련 공통 기준이 공식적으로 마련되어야 한다. 셋째, 회원국의 프로그램 내 조치 및 정책 시행 현황에 대한 미비한 보고에 대한 개선이 필요하다. 이에 보고 체계와 관련한 독립적인 관리 및 평가를 주무로 하는 전담 기관의 설립 및 운영을 통한 보고 체계의 강화도 고려해볼 수 있을 것이다. 그러나 무엇보다도 유럽연합 집행위원회는 회원국들의 단기체류오염원 감축을 위한 정책 및 조치 들의 종류, 효과 그리고 모범 감축 관행들과 관련한 정보들을 회원국들 간 공유하고 활성화 할 필요가 있다. 이를 위해서는 해당 가이던스를 별개로 지침 내에 마련하여 회원국들이 좀 더 원활하고 수월하게 정책 활동을 증진시킬 수 있도록 해야 할 것이다. 한국 정부도 단기체류오염원들의 감축을 위해 대기환경개선 종합계획이라는 포괄적인 정책을 시행하고 있다. 더욱 효과적인 단기체류오염원들의 감축을 위해서는 지역 정부들 간 모범 감축 관행들과 모범 정책들의 공유 및 활성화가 이루어져야 한다. 그리고 이를 위한 협력 정책 활동 등도 수월하게 촉진시킬 수 있는 가이던스의 마련이 역시 필요하다.

영문 초록

This research is aimed at identifying policy considerations and providing implications for Korean Government following delving into primary contents of established EU-level directives designed to reduce emissions of short-lived climate pollutants in the Arctic. As for the policy considerations, firstly, as the National Emission Reduction Commitments Directive states that emissions of ammonia gas in agriculture should be reduced voluntarily at state level, the reduction way ought to be turned into mandatory reduction and the area for the implementation should be expanded. Secondly, About whether there should be the need for public consultation individually differentiated by state for National Air Pollution Control Program, making the public consultation mandatory and setting common criterion for method and form of the consultation should be officially arranged. Thirdly, concerned with the way to improve the imperfect reporting regarding status quo of policy implementation and measures in the National Air Pollution Control Program, establishing and operating a competent body that is primarily responsible for independently assessing and managing the reporting system can be taken into consideration. However, before anything else, the European Commission should arrange the relevant guidance separately within the directive so that Member States should be able to promote policy activities more smoothly and simply for them to share and facilitate the relevant information regarding the effects and types and good examples of policies and measures aimed to reduce short-lived climate pollutants among them. The South Korean Government seems to need a guidance as well that enables local governments to smoothly promote cooperative policy activities so that they can share and facilitate exemplary emission reduction practices and polices among them for effective reduction of emissions of short-lived climate pollutants rather than the comprehensive Integrated Plan for Improvement of Atmospheric Environment
