글로벌 기후변화질병의 다국 간 경제적 파급효과

국문 초록

세계적인 환경위기 중 대표적인 사례는 기후변화이다. 기후변화는 지역에 따라 다양한 인체질병을 유발시킨다. 기후변화질병은 의료비의 지불은 물론 노동생산성에 변화를 가져온다. 이 논문은 기후변화질병이 국민경제에 미치는 영향을 대외적 반향효과를 고려하여 일반균형모형으로 분석한 것이다. 이를 위해 다 국간 CGE 모형을 이용하여 시뮬레이션을 시도하였다. 분석 결과, 기후변화질병 치료기간(30일의 경우) 중의 의료비와 노동생산성 감소로 인해 한국의 GDP는 0.197% 감소하고 물가는 0.092% 상승하는 것으로 나타났다. 교역 면에서는 한국의 수출 및 수입은 각각 0.094% 및 0.198% 감소한다. 기후변화질병의 발병은 우리나라의 수출입을 감소시키는 한편 주요 교역대상국(미국, 중국, 일본)의 수출은 감소하는 것으로 나타났다. 기후변화질병이 가져오는 노동생산성 하락을 방지하기 위해서는 국가적인 질병감시체계의 구축이 필요하다. 또한 일국에서 발병한 글로벌 기후변화질병은 교역대상국의 경제에도 영향을 미치는 점을 고려할 때, 질병 확산 방지를 위한 국제적인 공조가 필요하다.

영문 초록

Climate change is one of the major global environmental issues, which causes many different human diseases in various regions across the world. Climate Change Disease(CCD) results not merely in heavier medical expenditure burden but also in lowered labor productivity. This paper analyzes the effects of CCD on national economy with repercussion effects to trading partners. A multinational CGE model is used for simulation. The analysis suggests that increased medical expenses and lowered labor productivity result in a 0.197% reduction in GDP and 0.092% increase in prices during the disease treatment period of approximately 30 days. In terms of trade, in a 0.094% and 0.198% reduction in exports and imports respectively. The outbreak of CCD is found to reduce Korea’s exports and imports while reducing exports of Korea’s major trading partners(US, China and Japan). Hence, a national disease surveillance system needs to be established to prevent the decline of labor productivity caused by CCD while international cooperation is required to prevent the global spread of CCD, considering the disease effects on the economic conditions of Korea’s trading partners.
