국문 초록

본 논문은 한국 지방정부 재난관리체제를 연구하기 위하여 지방자치법상 기초지방자치단체인 시·군·구를 연구 대상으로 하였다. 연구방법은 한국 지방정부 재난관리체제를 법률적 측면, 조직적 측면, 인력적 측면, 재정적 측면으로 나누어 실태를 분석하였다. 분석결과 개선방안으로 법률적 측면은 첫째, 재난관련 법률을 재난 및 안전관리 기본법 중심으로 일원화하여야 한다. 둘째, 재난 및 안전관리 기본법과 타법 간의 상호연계성을 강화하여야 한다. 셋째, 통합형 지역 재난관리 기본 조례를 제정하여야 한다. 조직적 측면은 첫째, 재난전담조직(재난안전관리과)을 실질적 컨트롤 타워(Control Tower) 역할을 하는 조직으로 기능을 강화하여야 한다. 둘째, 재난정보 공유기능이 강화된 재난상황실을 구축하여야 한다. 인력적 측면은 첫째, 재난상황실분야, 현장기동처리분야, 안전점검분야 등에 인력을 충원하여야 한다. 둘째, 재난관리 전문인력 양성을 위한 교육·훈련 프로그램을 강화하여야 한다. 재정적 측면은 첫째, 사전 예방위주의 예산편성이 강화되어야 한다. 둘째, 재난복구 예산의 일정액 이상은 경상비로 편성하여야 한다. 셋째, 풍수해보험을 확대하여야 한다.

영문 초록

This paper selected the cities, provinces and boroughs, which are the basic units of local governments in accordance with the Local Government Act, for investigating the disaster management systems of local governments in Korea. This methodology was based on the analysis of the disaster management system of local governments in Korea on the aspects of laws, organizations, human resources and finance. In accordance with the analysis results, the laws related to disasters have to be unified around the Framework Act on the Management of Disasters and Safety. Second, the interconnection between the Framework Act of the Management of Disasters and Safety and other laws shall be strengthened. Third, it is necessary to establish the integrated basic ordinances on local disaster management. On the organizational aspects, the disaster task force team (Disaster and Safety Management Division) shall strengthen its functions as the actual control tower. Next, the disaster control center shall strengthen the disaster information and the sharing function shall be implemented. For the human resources, the labor shall be supplemented for disaster control centers, field management and safety check. Second, the education and training program shall be intensified to cultivate professional workers for disaster management. For the financial aspects, the budget preparation shall focus on the prevention of disasters. Subsequently, a certain amount from the disaster recovery budget shall be established as the operating cost. Finally, it is required to expand the insurance programs on damage by wind and flood.
