국문 초록

  최근 실용정부가 새로이 출범함에 따라 대학자율화 정책이 더욱 가속화될 것으로 전망되고 있다. 이러한 가운데 이 연구는 대학자율화의 개념과 정당화 논리를 탐색해 보고, 그러한 교육의 지배구조 하에서의 교육의 질 제고 문제, 그리고 새로운 대입전형제도의 개선방향을 모색하는 것이 주요 목적이다. 이를 위해 먼저, 우리나라의 교육 경쟁력과 질적 수준이 고등교육으로 높아 갈수록 상대적으로 약화되는 근본적인 원인 중의 하나가 교육의 지배구조와 시스템이라는 데에 문제의식을 갖고 대학자율화와 교육의 질, 그리고 대학입학전형제도와의 관계성을 탐구하였다. 둘째, 대학교육 차원에서 높은 질적 수준과 경쟁력을 갖추기 위해서는 자율적인 교육의 지배구조와 시스템이 마련되어야 하며, 그에 입각한 학생선발과 교육의 질 관리 방안이 마련되어야 함을 제안하였다. 이를 위해 대학자율 그 자체에 대한 개념 탐색과 정당화 논리를 이론적으로 검토하였다. 셋째, 정부주도하의 우리나라 대입제도의 특징과 미국의 자율기반 대입제도의 특징을 실증적으로 비교분석하여 대학자율화에 따른 대입제도의 개선방안에 대한 시사점을 제시하였다. 넷째, 우리나라 교육이 비정상적이고 소모적인 왜곡된 경쟁에서 벗어나 세계적 수준의 질 높은 교육경쟁력을 갖추기 위해서는 모든 대학이 유사하게 점수 위주의 학생을 뽑는 데에만 치중하기 보다는 각 대학의 설립취지와 특성화에 기반한 자율적인 학생선발 논리와 정책을 수립하여야 함을 제안하였다.

영문 초록

  With the beginnning of new practice-oriented-government in Korea, we have prospects that the policies of non-governmental governing system of university edcation will be accelerated. The purposes of the study are to investigate the concept of non-governmental governing system of university edcation and seek for new idea of quality enhancement and student selection under the nongovernmental governing system.
  The results of the study are as the followings:
  First, The current student selection system has had negative effects on the quality enhancement of university education. The causes of the results from centalized educational system by government.
  Second, the educational policies under the non-governmental governing system should strongly be introduced to all schools.
  Thirdly, student selection policies of Korea and that of the United States of America will be analyzed and compared.
  Finally, in order to achieve high quality of university education independent governing system of education and student selection system should be established.
