국문 초록

  이 연구는 다양한 이해당사자들의 관점을 반영하여 2009학년도 중등교사 임용시험 정책을 평가하기 위한 것이다. 이를 위해 계층분석적 의사결정방법(AHP: Analytic Hierarchy Process)을 활용하여, 중등교사 임용시험 정책의 공급자, 수요자, 전문가, 교육당국별로 정책의 ‘기존안’(2008학년도까지 시행)과 ‘변경안’(2009학년도부터 시행)에 대한 상대적 선호도를 평가하게 하였다. 선호도 평가 영역은 ① ‘시험 내용’, ② ‘시험 방법’, ③ ‘정책 수립 및 시행 절차’, ④ ‘정책 효과’의 네 가지로 구성되었으며, 총 228명의 응답 결과를 분석하였다. 이때 중등교사 임용시험 정책의 공급자는 중등교원양성기관의 교수 40명, 수요자는 예비 중등교사 119명, 전문가는 교원정책 및 평가 전문가 39명, 교육당국은 교육과학기술부, 시？도교육청, 한국교육과정평가원의 실무 담당자 30명이다. 연구 결과, 중등교사 임용시험 정책과 관련된 다양한 이해당사자들은 전반적으로 중등교사 임용시험 정책의 변경안(67.5%)을 기존안(32.5%)보다 선호하였으며, 그 차이는 통계적으로 유의하였다(t=14.35, p＜0.01). 다만 ‘정책 수립 및 시행 절차’ 영역에 대해서는 ‘공급자’와 ‘수요자’의 경우 기존안과 변경안에 대한 선호도에 유의한 차이가 없는 것으로 나타나, 중등교사 임용시험 정책의 수립 및 시행 절차를 더욱 투명하게 할 필요가 있음을 시사하였다.

영문 초록

  The purpose of this study is to evaluate a policy of the 2009 secondary school teacher appointment examination with different stakeholder’s perspectives. Using analytic hierarchy process (AHP), 4 different kinds of stakeholders (① ‘provider’, ② ‘user’, ③ ‘professional’, and ④ ‘authority’) evaluated the relative preference between ‘the present policy’ and ‘the new policy’ for the secondary school teacher appointment examination. This preference evaluation includes four evaluation criteria: ① examination contents, ② examination methods, ③ policy making and implementation procedure, and ④ policy effectiveness. The subjects of this study were 228 stakeholders. Results indicated that those stakeholders generally preferred ‘the new policy’ (67.5%) to ‘the present policy’ (32.5%), and the difference of these preferences between two policies was statistically significant (t=14.35, p＜0.01). However, in the case of ‘provider’ and ‘user’, there was no statistically significant difference in the ‘policy making and implementation procedure’ between the present policy and the new policy. It suggests that policy making and implementation procedure of the secondary school teacher appointment examination should be open and clear in the future.
