국문 초록

The objective of this study is to examine the scope and major concepts of Korean independent films, the characteristics and needs of policies to support independent films, the governmental policies currently in effect, and the success and failure cases of relevant past policies in a macroscopic perspective. Based on the findings, this study presents suggestions for future supporting policies. The most influential policy-maker in Korea that supports independent films is the Korean Film Council (KOFIC). Since its foundation in 1999, KOFIC has set independent films as a specific target, expanding its relevant policies accordingly. Policy supports of KOFIC for independent films are divided mainly into three categories: First, it operates a direct support system to provide production resources for selected works, with the funds collected through public participation. Second, KOFIC manages an indirect support system to collect and utilize funds for independent films and art films. Third, KOFIC offers various infrastructures for film distribution, marketing, follow-up management, film festival, and so forth. Despite such varied efforts, however, governmental support for independent films has become a target of criticism since it has failed to address the actual demands of people involved in Korean independent film production. Korean policies to support independent films have been criticized on the level of local governments of cities and provinces, as well as local film commissioners and local media centers. In fact, even various film festivals supporting Korean independent films indirectly and other independent film supporting projects conducted by private foundations have failed to satisfy needs in the Korean independent film world. For this reason, it is necessary to examine various supporting projects comprehensively and systematically. This study aims to produce fundamental and academic materials in relation to independent film production and to contribute to policies practically helpful for the Korean independent film community.
