노인장기요양보험 복지용구 및 ICF 품목 분류기준 고찰: 일개 대학에서 창출한 고령친화용품 지식재산권을 중심으로

국문 초록

연구목적 : 본 연구의 목적은 일개 대학에서 창출한 고령친화용품 관련 지식재산권을 중심으로 보건복지부의 노인장기요양보험 복지용구급여 품목분류체계와 ICF 국제분류기준을 비교 및 분석하여 복지용구급여제도를 개선하는데 기여하고자 하였다. 연구방법 : 보건복지부의 노인장기요양보험 복지용구 품목분류체계와 ICF 국제품목분류체계를 일개 대학에서 지난 8년간 특허청에 등록이 완료된 특허권 102건을 분류 및 적용하여 복지용구 품목분류체계의 적정성에 대해 분석하였다. 연구결과 : 노인장기요양보험 복지용구 품목분류체계에는 ICF 국제품목분류기준에 없는 품목이 일부 있는 것으로 파악되어 복지용구급여 품목의 확대 및 개선이 필요한 것으로 도출되었다. 결론 : 본 연구결과는 노인장기요양보험 복지용구급여 품목분류체계의 개선 및 고령친화용품산업을 활성화 시킬 수 있는 기초자료로 활용될 수 있다.

영문 초록

Objective : The purpose of this study was to analyze to improving the welfare equipment item classification system by comparing and analyzing the Ministry of Health and Welfare’s welfare equipment benefit item classification system of the Long-Term Care Insurance for the elderly and the ICF international classification criteria, focusing on intellectual property rights related to senior- friendly products created by a college. Methods : The Ministry of Health and Welfare’s welfare equipment item classification system of the Long-Term Care Insurance for the elderly and the ICF international classification system were analyzed for the appropriateness of the product classification system by classifying and applying 102 patents registered with the Korean Intellectual Property Office over the past eight years at a college. Results : There were some items in the welfare equipment item classification system of the Long-Term Care Insurance for the elderly that are not in the ICF international classification criteria. These findings highlight the need for expanding and refining the current benefit item classification system. Conclusion : The results of this study can be used as basic data for improving the welfare equipment benefit item classification system of the Long-Term Care Insurance for the elderly and activating the senior-friendly industry.
