ICT기반 교육 ODA 사업의 성과평가도구 개발 및 타당화연구

국문 초록

본 연구의 목적은 우리나라 교육 ODA 사업의 대표적인 사례 가운데 하나인 ‘ICT 활용 시범교실 구축․운영 지원 사업’의 성과 측정을 위해 타당한 평가준거 및 문항을 개발하고, 이를 활용하여 사업 목표달성의 예측력을 살펴보는데 있다. 이를 위해 ODA사업의 성과측정과 관련된 문헌고찰을 통해 성과측정의 3개 준거(ICT 자원의 적절성, ICT 교육 친화성 개선, ICT 리터러시 개선)와 해당 준거를 측정할 수 있는 18개 자기보고식 설문문항을 개발하고 전문가 검증을 통해 내용타당도를 확보하였다. 개발된 평가준거와 문항에 대해 첨단교실이 구축된 캄보디아, 아제르바이잔, 스리랑카, 파라과이 학생 543명을 대상으로 타당화를 위한 설문조사를 실시하고 탐색적 요인분석을 실시하였다. 더불어 측정 도구가 학습자의 ICT활용능력 향상 정도를 어느 정도 예측하는지 검증하기 위해 기초통계, 상관관계 분석, 회귀분석을 실시하였다. 연구 결과, 첨단교실 사업 성과 측정을 위한 3개 준거와 이를 측정할 수 있는 16개 문항의 타당성과 신뢰성을 검증하였다. 또한 첨단교실 사업 목표인 학습자의 ICT활용능력 향상에는 ICT 리터러시 개선, ICT 교육 친화성 개선이 긍정적 영향을 주는 예측변수로 유의미하게 나타났다. 본 연구의 결과는 증가하고 있는 ICT와 연계된 다양한 교육 ODA 사업의 체제적인 성과평가 모형의 개발과 실행에 대한 학문적, 실천적 논의에 활용될 수 있을 것으로 기대된다.

영문 초록

The purpose of this study is to develop criteria and items for measuring outcomes for the innovative ICT-based classroom project, which is a educational ODA project of Korea, and verify its validity and outcome prediction. Relevant literature review was conducted to define criteria and items for measuring outcomes. The model consists of 3 criteria; relevance of inputs, improvements of ICT literacy, and improvements of ICT friendly instruction in innovative ICT-based classrooms. In order to verify its validity and reliability, a developed survey derived from the previous researches was conducted on 543 learners in Cambodia, Azerbaijan, Sri Lanka, and Paraguay, where innovative ICT-based classroom is operating. Content validity analysis, exploratory factor analysis were conducted. In addition, descriptive statistics, correlation, and regression analysis were performed using SPSS 20.0. The specific results are as follows. First, 3 criteria(relevance of inputs, improvements of ICT literacy and improvements of ICT in education-friendly) and 16 items were confirmed after verifying its validity and reliability. Second, the impacts of all 3 criteria(improvements of ICT literacy, improvements of ICT friendly instruction, and relevance of inputs) on achieving participated learners ICT literacy competencies were statistically significant. The result of study implies the importance of outcome-based ODA project design including the development and implementation of credible assessment tools. In addition, the result of this study could be considered as a exemplary case of ICT applied ODA project assessment in the field of education that is consistently increasing.
