국문 초록

본 연구의 목적은 어린이집 CCTV 설치·운영 관련 원장과 교사의 인식 및 요구를 탐색하는 것이다. 이를 위해 어린이집 원장 6명, 교사 10명을 연구 참여자로 선정하여 2025년 4월 10일부터 17일까지 실시간 온라인 Zoom meeting으로 FGI를 실시하였다. 어린이집 원장의 인식과 요구에 관한 연구 결과는 다음과 같다. 첫째, 어린이집 원장은 CCTV 설치·운영에 관하여 10년 의무화 속에서 문제해결을 함께한 CCTV와 본질이 왜곡된 CCTV로 인식하고 있었다. 둘째, 어린이집 원장은 CCTV 설치·운영 측면에서 CCTV 국가책임제와 현장 중심 공론장 구성을 요구하고 있었다. 어린이집 교사의 인식과 요구에 관한 연구 결과는 다음과 같다. 첫째, 어린이집 교사는 CCTV 설치·운영에 관하여 진실을 품은 또 하나의 눈과 불편한 검열의 시선으로 인식하고 있었다. 둘째, 어린이집 교사는 CCTV 설치·운영에 관하여 구성원이 함께 만드는 윤리적 관계와 올바른 지침 마련과 교육을 통한 인식변화를 요구하고 있었다. 이는 현장의 요구를 담은 새로운 CCTV 설치·운영 기준 마련을 위한 기초자료로 활용될 수 있을 것이다.

영문 초록

The purpose of this study is to explore the perceptions and demands of directors and teachers regarding the installation and operation of CCTV systems in childrencare centers. To this end, six directors and ten teachers were selected as research participants, and a Focus Group Interview (FGI) was conducted via real-time online Zoom meetings from April 10 to 17, 2025. The findings regarding the perceptions and demands of childcare center directors are as follows. First, childcare center directors perceived CCTV installation and operation as both a tool for problem-solving within the 10-year mandatory framework and as CCTV whose essence had been distorted. Second, childcare center directors demanded a national responsibility system for CCTV and the establishment of a field-centered public forum regarding CCTV installation and operation. The findings regarding the perceptions and demands of childcare center teachers are as follows. First, childcare center teachers perceived CCTV installation and operation as both an additional eye that captures truth and an uncomfortable gaze of surveillance. Second, childcare center teachers demanded the establishment of ethical relationships built collaboratively by all members, along with proper guidelines and education to foster a change in perception. This can serve as foundational data for establishing new CCTV installation and operation standards that incorporate field demands.
