국문 초록

본 연구는 장애인 고용률 향상을 위한 표준사업장의 고용 효과를 실증적으로 분석하였다. 이를위해 2015년부터 2023년까지의 표준사업장 데이터를 패널 분석한 결과, 장애인 표준사업장의 상시근로자 수가 증가할수록 장애인 및 중증장애인 추가 고용 효과가 유의미하게 나타났다. 또한, 자회사형은 상시근로자 수 100명 이상에서 일반형보다 약 3배 높은 고용 효과를 보였으며, 고정효과 및확률효과 모형을 통해 그 유의성을 검증하였다. 이러한 분석 결과는 자회사형과 일반형 각각의 특성에 맞춘 차별화된 정책 지원의 필요성을 시사하며, 인증 이후에도 장애인 고용 효과를 지속적으로유지·확대할 수 있는 제도적 보완이 요구됨을 강조한다.

영문 초록

This study empirically analyzes the employment effects of standard workplaces for persons with disabilities, with the aim of improving the employment rate of people with disabilities. A panel analysis was conducted using data from standard workplaces spanning the years 2015 to 2023. The results indicate that as the number of regular employees in standard workplaces increases, there is a statistically significant increase in the additional employment of both persons with disabilities and those with severe disabilities. Furthermore, subsidiary-type standard workplaces employing 100 or more workers showed approximately three times greater employment effects compared to general-type workplaces. The significance of these findings was confirmed through both fixed-effects and random-effects models. These results highlight the need for differentiated policy support tailored to the unique characteristics of each type of standard workplace and underscore the importance of institutional enhancements to sustain and expand the employment impact of certified workplaces beyond the initial certification phase.
