발달장애인의 의사결정 지원 모델 개발에 관한 연구

국문 초록

국내·외 장애 관련 정책과 제도는 발달장애인의 권리를 보장하기 위해 규정되어 있으며 발달장애인의 자기결정권은 중요한 핵심 가치로 인식되고 있다. 그러나 발달장애인의 자기결정권을 보장하기 위한 지원체계가 마련되어 있지 않아 다양한 이유로 발달장애인의 자기결정권이 침해되는 사례가 발생하고 있다. 이에 따라 발달장애인의 자기결정권을 보장하기 위해서는 의사결정을 지원할 수있는 지원 체계가 필요하다. 본 연구는 발달장애인의 의사결정 지원과 관련된 요인을 한국의 사회· 문화적 맥락을 반영하여 도출하고, 도출된 발달장애인 의사결정 지원 요인을 토대로 의사결정 능력이 부족한 발달장애인에게 다양한 지원을 통해 의사결정할 수 있도록 하는 의사결정 지원 모델을개발하는 데 목적이 있다. 전문가회의와 델파이 조사를 통해 발달장애인 의사결정 지원에 필요한요인을 도출하고, 이를 바탕으로 실천 가능한 발달장애인 의사결정 지원 모델을 개발하였다. 연구결과, 발달장애인의 의사결정 지원 요인은 5개의 주요 원칙과 8개의 요인, 그리고 11단계의 실천과정으로 구성되었다. 주요 원칙으로는 개인특성 이해하기, 환경요소 이해하기, 지원욕구 이해하기, 평등·인권 이해하기, 지원서비스 제공하기가 도출되었다. 도출된 요인은 개별특성, 선호, 의사소통, 정보제공, 지원범위, 지원과정, 선택, 전문가로 구성되었으며, 각 요인은 발달장애인의 의사결정을실질적으로 지원하는 데 필요한 요소로 작용한다. 발달장애인 의사결정 지원 모델은 발달장애인의의사결정 지원 요인의 주요원칙 5개, 요인 8개, 세부요인 33개, 실천과정 11단계로 구성되었다. 이를바탕으로 발달장애인의 의사결정 지원 모델에 대한 시범 적용 및 검증, 매뉴얼 개발, 전문가 훈련, 맞춤형 대상자 선정, 의사결정 수준 진단 도구 개발, 사회적 공감대 형성 등의 제언하였다.

영문 초록

Domestic and international policies and regulations concerning people with disabilities are established to safeguard the rights of people with intellectual and developmental disabilities, and the right to self-determination has been recognized as a fundamental value of these individuals. However, due to the absence of a systematic support system to ensure the self-determination of people with developmental disabilities, their rights are often infringed for various reasons. Therefore, to guarantee the self-determination of people with intellectual and developmental disabilities, it is essential to establish a decision-making support system. This study aims to derive the factors related to decision-making support for people with intellectual and developmental disabilities by reflecting the social and cultural context of the Republic of Korea. Based on the identified factors, the study seeks to develop a decision-making support model that enables individuals with limited decision-making capacity to make decisions with various types of support. Through expert panel discussions and Delphi surveys, the necessary factors for decision-making support for people with intellectual and developmental disabilities were derived, and a practical decision-making support model was developed. The study’s findings are summarized as follows: First, the decision-making support factors for people with intellectual and developmental disabilities consist of five key principles, eight factors, and an 11-step practice process. The key principles derived include understanding individual characteristics, understanding environmental factors, understanding support needs, understanding equality and human rights, and providing support services. The identified factors include individual characteristics, preferences, communication, information provision, scope of support, support process, choice, and professionals. Each factor plays a crucial role in practically supporting decision-making for people with intellectual and developmental disabilities. Second, the decision-making support model for people with intellectual and developmental disabilities consists of five key principles, eight factors, 33 sub-factors, and an 11-step practical process.
