국문 초록

삶의 만족을 결정하는 요인 중에서 주거만족도가 중요하게 고려되고 있지만, 최근 강력 범죄의 증가는 주거만족도를 저해하고 있다. 이에 범죄예방환경설계(CPTED)를 통해 안전한 주거환경을 설계하고자 하는 노력이 국내외에서 활발하게 이루어지고 있다. 그러나 우리나라는 지방자치단체별로 CPTED를 통한 안전한 주거환경 조성을 위한 조례 제정의 상황이 다르 다. 따라서 본 연구는 CPTED 관련 조례가 범죄 발생에 미치는 영향을 검증하는 데 목적을 두었다. 본 연구에서 분석에 활용된 자료는 2014년부터 2023년까지 서울특별시에 관한 3개 기관을 대상으로 수집하였다. 서울특별시경찰청에서 중요 5대 범죄 발생 현황 및 자치구별 경찰관 수 현황, 통계청에서 서울특별시 자치구 연도별 인구수 현황, 법제처에서 서울특별시 자치 구별 CPTED 조례 현황에 관한 자료를 수집하였다. 이를 토대로 각 자치구를 “조례 없음, 조례 권고, 조례 의무”로 구분하였다. 수집된 자료는 일원배치분산분석을 통해 분석되었다. 연구결과 조례가 없는 자치구는 조례(권고, 의무)가 있는 자치구 인구･경찰관 수 대비 범죄 발생률이 유의미하게 높게 나왔다. 이러한 결과는 최소한 “조례 권고” 이상의 수준이 필요함을 시사한다. 하지만 조례 권고는 실효성에 한계가 있으므로, 향후 조례 의무화를 통해 제도의 안정성을 강화해야 한다.

영문 초록

While residential satisfaction is considered a key factor in determining life satisfaction, the recent rise in violent crime is undermining residential satisfaction. Efforts to design safe residential environments through Crime Prevention Through Environmental Design (CPTED) are actively underway both domestically and internationally. However, in Korea, local governments differ in the implementation of ordinances to create safe residential environments through CPTED. Therefore, this study aimed to examine the impact of CPTED-related ordinances on crime incidence. The data used for this analysis were collected from three organizations in Seoul between 2014 and 2023. The Seoul Metropolitan Police Agency collected data on the occurrence of the five major crimes and the number of police officers by autonomous district. Statistics Korea collected data on annual population changes in autonomous districts in Seoul. The Ministry of Government Legislation collected data on the status of CPTED ordinances by autonomous district. Based on this data, each autonomous district was categorized into “no ordinance, recommended ordinance, and mandatory ordinance.” The collected data were analyzed using one-way ANOVA. The study found that districts without ordinances had significantly higher crime rates relative to their population and police force than districts with ordinances (recommended or mandatory). These results suggest that at least a level higher than the recommended ordinance is necessary. However, recommended ordinances have limited effectiveness, so the stability of the system should be strengthened by making them mandatory in the future.
