코로나19 시대 범죄 관련 이슈와 시사점

국문 초록

코로나19 팬데믹은 우리의 일상과 행동을 크게 변화시키고 있다. 특히 지속적인 사회적 거리두기나 봉쇄(lock down) 정책의 시행으로 인해 대면 접촉 및 외부 활동이 제한되고, 가정에서 보내는 시간이 증가함에 따라 치안 환경에도 많은 변화를 초래할 것으로 예상된다. 따라서 이 연구의 목적은 언론에 보도된 범죄 관련 이슈를 언어 네트워크 방법론을 활용하여 분석함으로써 코로나19와 범죄의 관계에 대해 살펴보고, 연구결과를 토대로 형사정책적 시사점을 모색하여 범죄예방 대책을 수립하는데 도움을 줄 수 있는 대안을 제공하는 것이다. 분석결과, 첫째, 지인 등과의 대면 접촉 및 외부활동이 제한되고, 실외보다는 실내에서 보내는 시간이 많아지면서 사람과 사람이 직접 접촉하지 않는 비대면(언택트) 범 죄인 온라인 그루밍, 디지털성범죄, 몸캠피싱, 보이스피싱, 온라인 불법 금융사기 등은 급증하고 있는 반면에 살인, 강도, 방화, 성폭력 등 물리적 접촉을 필요로 하는 5대 강력범죄는 감소하고 있는 것으로 분석되었다. 둘째, 폭력범죄는 감소했으나 아동학대는 급증하는 것으로 조사되었다. 셋째, 코로나19 시 기의 특수성을 반영한 자가격리 위반이나 허위사실, 가짜 뉴스 등의 유포 등의 범죄가 확산되고 있는 것으로 나타났다. 마지막으로 코로나19의 영향으로 생계형 범죄가 증가하고 있는 것으로 조사되었다. 이러한 분석결과를 토대로 다음과 같은 시사점을 도출하였다. 코로나19 팬데믹 상황이 중장기적으로 지속된다면 빈부격차 심화, 취약계층의 경제적 곤궁으로 이어져 생계형 범죄, 강력범죄, 묻지마 범죄, 증오범죄 등의 위험을 고조시킬 가능성이 높기 때문에 이러한 부분에 대해서 우리사회가 관심을 갖고 사전에 예방할 수 있는 대책방안을 마련하여야 한다. 또한 개학 및 등교 연기, 유치원 및 학교의 원격 수업의 확대 등으로 인해 아동 및 청소년들이 장기간 자택에 있을 수 밖에 없다보니 아동학대, 디지털 성범죄 및 온라인 그루밍 등 범죄의 표적이 되고 있으며, 보호자의 부재나 가정불화 등 제도권 밖에 있는 아동청소년의 증가로 청소년 범죄는 더욱 증가할 것으로 예상되는 바, 학교 밖 및 제도권 밖에 있는 아동 및 청소년에 대한 돌봄과 지원을 강화하는 등 다각적인 정책 마련이 요구된다.

영문 초록

The COVID-19 pandemic is dramatically changing our daily lives and behavior. In particular, face-to-face contact and outside activities are restricted due to continuous social distancing or lock down , and as time spent at home increases, it is expected to cause many changes in the security environment. Therefore, the purpose of this study is to examine the relationship between COVID-19 and crime by using the semantic network analysis for crime-related issues reported in the media, and to find implications for criminal policy based on the research results to help establish crime prevention measures. It is to provide an alternative. As a result of the analysis, first, as face-to-face contact with acquaintances and outside activities are limited, and more time is spent indoors than outdoors, online grooming, digital sex crimes, body cam phishing, Voice phishing and illegal online financial fraud have increased rapidly. On the other hand, the five major violent crimes that require physical contact, such as murder, robbery, arson, and sexual violence, were analyzed to be decreasing. Second, the number of violent crimes decreased, but child abuse increased rapidly. Third, it was found that crimes such as violating self-quarantine reflecting the peculiarities of the COVID-19 period or spreading false information and fake news are spreading. Finally, it was investigated that subsistence crimes are increasing due to the impact of COVID-19. As results, the following implications were derived. If the COVID-19 pandemic continues in the mid- to long-term, it is highly likely to increase the risk of livelihood crimes, violent crimes, crimes against questions, and hate crimes, leading to deepening the gap between the rich and the poor and economic hardship for the vulnerable. It is necessary to pay attention and prepare preventive measures in advance. In addition, children and adolescents are forced to stay at home for a long period of time due to postponement of school start and school attendance, expansion of remote classes in kindergartens and schools, etc. Juvenile crime is expected to increase further due to the increase in children and adolescents outside the system, such as discord. Therefore, it is necessary to prepare various policies such as strengthening care and support for children and adolescents outside the school and outside the system.
