국문 초록

소방은 소방 관계법령 위반 사범에 대한 수사를 위해 소방특별사법경찰 제도를 운용해왔다. 하지만 현재의 소방특별사법경찰은 일반사법경찰에 비해 수사 전문성이 굉장히 낮다고 할 수 있는데, 이는 소방특별사법경찰의 채용, 교육 등의 운용방식이 전문성을 강화할 수 없는 방식이기 때문이다. 현재의 소방특별사법경찰은 수사를 위해 전문적으로 채용한 특별사법경찰이 아니며 대부분 일반소방관과 같은 채용시험을 통해 입직한 후 지명된다. 또한 부서이동이 잦아 현재의 소방특별사법경찰은 대부분 2년 미만의 수사경력을 가지고 있으며, 수사와 관련한 현재의 직무교육은 소방특별사법경찰관 전문성 강화에 도움이 되지 않고 있는 것이 실정이다. 이에 본 논문에서는 첫째, 소방 수사관 특별채용 실시, 둘째, 소방수사 전문 직렬신설, 셋째, 소방수사 심화교육기관 신설 및 심화교육실시, 넷째, 광역 소방수사팀 확대, 다섯째, 직장교육강화라는제언을 통해 소방특별사법경찰의 전문성을 강화하고자 한다. 소방도 경찰과 마찬가지로 국민의 생명 및 신체, 재산을 보호하는 업무를 가진 공무원이다. 특히, 수사업무를 담당하는 소방특별사법경찰의 전문성 강화는 국민의 안전 보장에 큰 도움이 될 수 있는방안이 될 것이다.

영문 초록

The Fire-fighting has operated a special judicial police system for fire service to investigate offenders who violate fire-related laws. However, The current special judicial police officers for fire service have a very low level of expertise in investigation compared to ordinary police officers, as their management methods of hiring and training cannot enhance their expertise. The current special judicial police officers for fire service are not the special judicial police officers who have been professionally hired for investigation. In addition, There are two years of investigation experience and the current job training of investigation is unserviceability to strength the expertise in the special judicial police for fire-service. In this paper, First, special recruitment of fire-fighting investigator. Second, the establishment of a branch of fire-fighting investigator. Third, the establishment of a fire-fighting investigation deepening education institution. Fourth, the expansion of wide-area fire-fighting investigative team. Finally, the enhancement of workplace education. Like a police, fire-fighting is civil servants with duties to protect the lives, bodies and property of the people. In particular, strengthening expertise in the special judicial police for fire-service will be a method to the safety of the people.
