국문 초록

여성에 대한 폭력은 오랫동안 사회문제로 인식되지 못하였다. 비단 우리나라만의 문제는 아니다. 국제사회에서도 여성에 대한 폭력은 “친밀한 사람들과의 사이에서 발생하는 하는 사적인 폭력”으로간주했다. 이러한 문제로 여성에 대한 폭력은 오랜 세월 방치되어왔다. 젠더기반폭력은 사회적으로부여된 여성 혹은 남성 이라는 성역할의 차이를 바탕으로 하여 개인의 의지와는 달리 약자에게 행해지는 물리적·언어적·성적 폭력을 일컫는다. 이때 피해자의 절대다수가 여성이기 때문에 여성을 대상으로 자행되는 폭력 대부분이 젠더기반폭력에 해당된다. 우리나라는 2017년 젠더기반폭력이라는용어를 경찰활동에서 사용하기 시작하였다. 이는 가정폭력·데이트폭력·성폭력, 스토킹 등과 같은 대표적인 젠더기반폭력에 대한 사회적 관심과 주의를 환기한다는 것은 젠더기반폭력에 경각심을 높여적극적인 치안활동을 하겠다는 의지를 표명이라 할 수 있다. 또한 2019년 12월 25일 여성폭력 방지기본법 시행으로 실질적 성평등에 한발자국 다가서려 노력하고 있다. 이 연구에서는 첫 번째로 젠더기반폭력의 정의에 대하여 논한다. 두 번째로 젠더기반폭력의 선행연구를 살펴본다. 세 번째로 전통적 유형의 젠더기반폭력과 비전통적 유형의 젠더기반폭력의 현황및 실태를 국내외 문헌을 통해 살펴본다. 네 번째로 젠더기반폭력을 유발하는 사회구조적 특성 파악과 젠더기반폭력의 피해자의 맥락성에 대한 연구한다. 마지막으로 앞에서 살펴본 내용을 기반으로젠더기반폭력의 발생을 줄일 수 있는 사회안전망을 찾아보고자 한다.

영문 초록

Violence against women has not long been recognized as a social problem. Not only in Korea, but also in the international community, violence against women is regarded as “private violence occurring among intimate people”. Violence against women has been neglected for many years. Gender-based violence refers to physical, linguistic, and sexual violence against the weak, based on the differences in the gender roles of women or men socially endowed. At this time, since the majority of victims are women, most of the violence against women is gender-based violence. In Korea, the term gender-based violence began to be used in police activities in 2017. Arousing social interest and attention to representative gender-based violence such as domestic violence, date violence, sexual violence, and stalking can be said to be an expression of the will to engage in active security activities by raising awareness of gender-based violence. On December 25, 2019, the 「Basic Act on the Prevention of Violence against Women」was enacted, making efforts to take a step closer to practical gender equality. In this study, first, the definition of gender-based violence is discussed. Second, the current status and status of the traditional type of gender-based violence and the non-traditional gender-based violence are examined through domestic and foreign literature. Third, the social and structural characteristics that cause gender-based violence are identified. Fourth, the context of victims of gender-based violence is studied. Lastly, based on the above, we will try to find a social safety net that can reduce the occurrence of gender-based violence.
