국문 초록

본 연구는 2010년대 말부터 바이든 행정부 집권기를 거치는 기간에 목격된 파이브 아이즈 동맹국 간 사이버 안보 전략의 동조화 현상과 그 요인을 분석하였다. 이 시기 미국, 영국, 캐나다, 호주, 뉴질랜드는 민주주의 동맹 협력을 적극적으로 활용하여 진화하는 사이버 위협과 기술지정학적 위기에 대응하는 모습을 보였다. 그 가운데 5개국의 전략은 공통적으로 사이버 안보를 위한 동맹 중심의 국제협력에 다양한 정부부처와 기관의 참여를 허용함과 동시에 컨트롤타워를 지정하여 범정부적 대응을 주도하게끔 하는 유사성을 드러냈다. 이러한 사실에 주목한 본 연구는 미국을 비롯한 파이브 아이즈 국가들이 모두 ‘통합적 접근’에 기초한 사이버 안보 전략을 추진하였음을 조명하였다. 더 나아가 5개국의 전략이 ‘정책지향성’과 ‘추진체계’의 측면에서 유사성을 갖게 된 것은 ‘파이브 아이즈 정보동맹의 가치’와 ‘개별 동맹국의 대외전략 기조’에서 나타난 변화가 동시에 작용한 결과임을 주장하였다.

영문 초록

This study analyses the convergence of cyber security strategies among the Five Eyes allies, observed from the late 2010s through the Biden administration, as well as the factors that contributed to this phenomenon. During this period, the United States, the United Kingdom, Canada, Australia, and New Zealand actively leveraged democratic alliance cooperation to address evolving cyber threats and the emerging strategic challenges posed by the geopolitics of technology. A notable commonality across the five countries was their adoption of alliance-centered international cooperation in cyber security, characterised by broad inter-agency participation and the establishment of centralised command structures to coordinate whole-of-government responses. Focusing on these developments, this study highlights how all Five Eyes nations pursued cyber security strategies grounded in an ‘integrated approach’. Furthermore, it argues that the observed convergence in terms of policy orientation and governance frameworks resulted from two simultaneous dynamics: the increasing strategic salience of the Five Eyes intelligence alliance, and a shift in the foreign policy orientation of individual member states.
