국문 초록

Mongolia conducted its ninth parliamentary election on June 28, 2024. This election diverged significantly from preceding electoral cycles, precipitating notable socio-economic ramifications. These distinctions are attributable to constitutional amendments enacted in 2019 and 2023, concurrently with revisions to the Law on Parliamentary Elections and the Law on Political Parties during the same period. These legislative reforms specifically sought to address long-standing issues within the Mongolian parliament, including voter irregularities, the undue influence of constituency-specific political interests, and an erosion of multi-party representation and gender balance. The impact of these reforms was evident in the ninth parliamentary election, contributing to a strengthened structure and enhanced representative democracy within the Mongolian State Great Khural. The article analyzes the outcomes of the June 2024 parliamentary elections, specifically examining them through the lens of the 2019 and 2023 amendments to the Mongolian Constitution. The primary objective is to elucidate the transformative effects of these legal reforms. The initial section of this article synthesizes existing research on the organization of the Mongolian parliament and its electoral system, summarizing the challenges inherent in the majoritarian electoral system previously implemented in Mongolia. The concluding section then analyzes the effects of the newly adopted electoral system, drawing upon the results of the ninth parliamentary elections.

영문 초록

Хууль эрхзүйн шинэчлэлт нь УИХ-ын 9 дэх сонгуульд тусгалаа олж Монгол Улсын Их Хурлын бүтэц бүрэлдэхүүн, төлөөллийн ардчиллыг бэхжүүлэхэд нөлөө үзүүлсэн. Энэхүү өгүүлэл нь Монгол улсын үндсэн хуулийн 2019 он, 2023 оны шинэчилсэн найруулгын агуулгад үндэслэн 2024 оны 6 сард явагдсан УИХ-ын сонгуулиар гарсан үр дүнд дүн шинжилгээ хийж, хууль эрхзүйн шинэчлэл чухамхүү ямар өөрчлөлт авчирсныг тодруулахыг зорилоо. Өгүүллийн эхний хэсэг Монгол Улсын парламентын зохион байгуулалт, түүний сонгуулийн тогтолцооны асуудлын талаар дүн шинжилгээ хийсэн олон судалгаанд үндэслэн Монгол Улсад хэрэгжиж байсан сонгуулийн мажоритор тогтолцооны асуудлуудыг нэгтгэн бичсэн бол өгүүллийн сүүлийн хэсэгт УИХ-ын 9 дэх удаагийн сонгуулиар гарсан үр дүнд үндэслэн шинэ сонгуулийн тогтолцооны үр нөлөөний талаар дүн шинжилгээ хийсэн болно.
