국문 초록

본 연구는 국제 무역의 확대와 물류산업의 복잡화로 인해 항만 터미널에서는 화학물질, 고압가스, 인화성 액체 등 다양한 위험물이 수출입 화물의 형태로 빈번하게 취급되고 있다. 특히 정유·화학·반도체·자동차 산업 등은 원재료 및 완제품 운송을 위해항만 터미널에 일정 기간 위험물을 보관해야 하며, 이러한 위험물은 화재, 폭발, 누출 등의 사고로 이어질 경우 인명 피해와 환경오염, 사회적 손실을 초래할 수 있다. 이에 따라 항만 운영자는 위험물 취급 과정에서의 안전사고를 예방하고, 관련 규정과 국제기준(예: IMO 위험물 규정)을 준수하기 위한 체계적인 관리조치를 마련해야 할 필요성이 증대되고 있다. 본 연구는 위험물 취급 및운송 과정에서 발생할 수 있는 다양한 사고를 사전에 예방하고, 피해를 최소화하기 위한 전략 수립을 목적으로 수행되었다. 이를위해 관련사고 사례 분석, 국내외 선행연구 검토, 전문가 인터뷰 등을 바탕으로 평가 체계를 도출하였으며, 이를 대분류 3개 영역과 소분류 12개 항목으로 구성하였다. 이후 위험물 관리 실무 경험이 있는 전문가들을 대상으로 계층분석법(Analytic Hierarchy Process, AHP)을 적용한 설문 조사를 실시하여 각 항목의 상대적 중요도를 구조화하였다. 연구 결과, AHP 분석을 통해 ‘위험물 관리 시스템 구축’, ‘위험물 적재 공간 확보’, ‘안전장비 및 대응설비 구축’이 가장 높은 우선순위를 가지는 핵심 개선 과제로 도출되었으며, 이는 향후 시설 투자 및 자원 배분에 있어 전략적 기준으로 작용할 수 있음을 보여준다.

영문 초록

With the expansion of international trade and the increasing complexity of the logistics industry, port terminals are frequently handling various types of hazardous materials—such as chemicals, compressed gases, and flammable liquids—in the form of import and export cargo. Industries such as petroleum refining, chemical manufacturing, semiconductors, and automotive rely on port terminals to temporarily store these hazardous materials for the transportation of raw materials and finished goods. However, when accidents such as fires, explosions, or leaks occur, these materials can cause significant harm to human life, environmental pollution, and social losses. Accordingly, the need for systematic safety management measures has increased, particularly to prevent accidents during hazardous material handling processes and to comply with relevant regulations and international standards (e.g., IMO dangerous goods code). This study aims to establish strategic measures to prevent various potential accidents during the handling and transportation of hazardous materials and to minimize the resulting damage. To this end, the study analyzed past accident cases, reviewed domestic and international literature, and conducted expert interviews to derive a structured evaluation framework consisting of 3 main categories and 12 subcategories. Subsequently, a survey using the Analytic Hierarchy Process (AHP) was conducted with experts experienced in hazardous material management to determine the relative importance of each item. As a result, the AHP analysis identified “establishment of a hazardous material management system,” “securing storage space for hazardous materials,” and “installation of safety and emergency response equipment” as the top-priority improvement tasks. These findings indicate that these areas should be prioritized in future facility investment and resource allocation strategies.
