국문 초록

급변하는 국제통상 환경에서 노동인권 규범은 글로벌 무역질서의 핵심 요소로 부상하고 있다. EU의 공급망 실사지침과 미국의 강제노동 금지법 등은 기업의 노동권 보호 책임을 강조하고 있지만, 이에 따른 경제적 영향에 관한 실증적 연구는 부족한 실정이다. 본 연구는 GTAP CGE 모형을 활용하여 노동인권 규범 강화가 글로벌 경제에 미치는 영향을 정량적으로 평가하였다. 그 결과 노동 기준 강화는 생산 비용 상승과 노동 수요 감소로 인해 경제 활동 위축을 초래할 수 있으나, 노동 생산성 개선으로 일부 국가에서는 수출 경쟁력을 유지하거나 확대할 가능성도 있는 것으로 나타났다. 특히 한국과 같은 수출 의존국은 노동 기준 변화가 무역에 미치는 영향을 분석하고 정책적 대응이 필요하다. 본 연구는 노동 인권과 경제적 파급효과 간 관계를 실증 분석하여 국가 및 기업에 시사점을 제공히고자 한다.

영문 초록

In the rapidly changing international trade environment, labor rights norms are emerging as a key element of the global trade order. The EU's Supply Chain Due Diligence Guidelines and the US's Ban on Forced Labor Law emphasize the responsibility of companies to protect labor rights, but empirical studies on the economic impact of this are lacking. This study quantitatively evaluates the impact of strengthening labor rights norms on the global economy using the GTAP CGE model. The analysis showed that strengthening labor standards could lead to a contraction in economic activity due to rising production costs and a decrease in labor demand, but it is also possible that some countries could maintain or even expand their export competitiveness by improving labor productivity. In particular, export-dependent countries like Korea need to thoroughly analyze the impact of changes in labor standards on their trade structure and develop policies to respond to them. This study aims to provide meaningful implications to relevant countries and companies by empirically presenting the relationship between labor rights and economic ripple effects.
